Last night's unexpected API builds kneejerked prices lower but a weaker dollar helped levitate WTI/RBOB into the DOE print. While tropical depression Cindy may have affected the data, DOE reports a small build in crude (expectations for a draw) but all eyes were on gasoline which drew 894k, well below API's build levels and expectation of no change. Production in the Lower 48 fell 100k b/d - the biggest drop since Aug 2016 (likely impacted by Cindy).

After modest bounces in existing and new home sales (despite weakness in starts and permits and mortgage application declines), pending home sales in May tumbled 0.8% MoM and were revised even lower (-1.7%) in April. This dismal print was below all economists' expectations, missing by 4 standard deviations. This is the 3rd straight monthly drop and 2nd straight annual decline in pending home sales.

The Department of Defense said that Lockheed Martin has been awarded more than $257 million to provide F-35 fighter jet mission equipment to the United States and its international partners.

"Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $257,780,849 to the previously awarded low-rate initial production lot 10 F-35 Lightning II advance acquisition contract," the release explained Wednesday. "This modification provides the procurement of 129 alternate mission equipment for the Air Force, Navy and Marine Corps, and international partners under foreign military sales."

Lockheed Martin has received a multimillion contract to pay for advanced timetable to complete Aegis Ashore missile defense site in Poland.

Lockheed Martin has received a more than $14.1 million Missile Defense Agency contract to pay for advanced timetable to complete Aegis Ashore missile defense site in Poland, the Department of Defense said in a press release.

"Lockheed Martin Overseas [of] Moorestown, New Jersey has been awarded a $14,148,727… contract," the release said on Wednesday. "This effort will allow for risk mitigation efforts related to schedule compression for the completion of the Poland Aegis Ashore site."

The modification brings the total value of the contract to $51,206,691, the Defense Department noted.

Work on the project will be performed in Redzikowo, Poland with an expected completion date of December 31, 2018, the release added.

PETYA ATTACK: CYBERCRIME OR TEST-RUN FOR GOVERNMENT WARFARE?  https://sputniknews.com/us/201706291055065574-petya-attack-exposes-cyber-vulnerability/

Institutions in the US and Europe have been crippled by the Petya ransomware attack, affecting shipping and food companies, legal firms and even hospitals. Radio Sputnik’s Loud and Clear spoke with NSA whistleblower Bill Binney about the attack and the role the NSA plays in leaving the country vulnerable to cyberattacks.

Ransomware is malicious software that infects a system, encrypts its files and demands the user pay to regain access to their data – maybe. There’s no guarantee the infection will actually be resolved after payment.


Binney believes the Petya attack was probably rooted in Vault 7, a series of CIA hacking tools recently published by WikiLeaks.

"The NSA has been working on these attacks for two decades now, and they’ve known about some of them for that long,” he told Loud and Clear host Brian Becker. "And the problem is, in my view, they’ve been using short-sighted, finite thinking in the whole process, by saying 'let’s keep all these weaknesses secret so that we can read what everyone is saying to one another. We can penetrate their firewalls, operating systems, networks, switches and so on, and be able to get in and see what everybody is doing.'"

It’s not just NSA sloppiness that’s to blame. It’s not too great a stretch to call these cyberattacks something of an NSA scam. 

"Once you have all these weaknesses and you don’t fix them, that means nobody has cybersecurity," Binney said. "And they do that just for the sake of being able to read what everybody’s saying. By leaving us vulnerable, we’re all getting attacked, and when we get attacked what they say is, 'We need more cybersecurity and we need more money to protect you,' When in fact they’ve known all along. I call this a basic swindle."

Petya is the second of two major global cyberattacks in as many months, with the first being May’s “Wannacry” attack, which infected 230,000 computers in more than 150 countries, including parts of the UK’s National Health Service and FedEx.

Becker clarified, "So we have a situation where the NSA, who is supposedly protecting us, keeps these vulnerabilities of other companies open, even though the NSA has discovered the flaw. And now what’s happening is these ransomware criminals are basically stealing the program from the NSA."

Becker asked Binney whether it’s possible that the Petya attack wasn’t what it appeared, that instead of a cybercrime, it could be a government testing a new battleground.

Binney replied that it’s "certainly possible" that the attack could be a test run for cyberwarfare.

"If you’re developing cyberwarfare software, you can run it in a lab and test it to see how it works, but you never really know until you bring it out into the network and try it. The attacks we’ve seen could potentially be tests of that."

Assistant Foreign Minister Li Huilai says that Russian and Chinese companies plan to sign dozens of deals worth over $10 billion during President Xi Jinping’s visit to Moscow next week.

Xi is expected to travel to Russia for a two-day visit on July 3. He will hold talks with President Vladimir Putin and Prime Minister Dmitry Medvedev, with topics ranging from energy and trade to strategic cooperation.

On Tuesday, Russia’s Foreign Ministry said that Russia has drafted a roadmap on the settlement of the North Korean dispute, with China hailing Moscow's efforts. Russian expert in the Asian Studies Georgy Toloraya told Sputnik that Russian-Chinese efforts could have a greater effect than the sum of their individual effects.

Security guarantees should be provided to North Korea in order for it to abandon its nuclear program, Morgulov stated.

"The issue is ensuring that all countries in the subregion feel equally safe, and in the case of North Korea these should be guarantees that would lead to Pyongyang's refusal from its missile and nuclear programs," the top diplomat said.

He listed as first steps "manifestations of mutual restraint, not provoking each other, initiating negotiations on the general principles of relations such as non-aggression, rejection of the use and threat of force."

Military provocations aggravate tensions on the Korean Peninsula and could boil over into armed conflict with the potential use of nuclear weapons, Morgulov stated.

"We are convinced that military provocations, saber rattling, militant statements, wherever they emanate from, only exacerbate the situation, bringing it to a critical point," Morgulov said.

The Deputy Foreign Minister added that Russia is coordinating its road map on the settlement of the North Korean issue with China.


"[Moscow acts] in coordination with Chinese partners who are concerned about what is happening on the Korean Peninsula," Morgulov said.

He highlighted Beijing's "double freeze" proposal to simultaneously halt North Korean nuclear missile tests and US-South Korean military drills, as well as "parallel advancement" toward denuclearization and creating a regional system of peace and security.

On Wednesday, China welcomed Russia's roadmap to resolve the nuclear issue of the Korean Peninsula.

"We welcome any initiatives and actions that will contribute to denuclearization as well as peace and stability on the Korean Peninsula. We also remain open to Russia’s proposal," Chinese Foreign Ministry Spokesperson Lu Kang told a press briefing.

The initiative of mutual suspension [of North Korea’s nuclear and missile programs and the US and South Korean military exercises] put forward by China is aimed at allaying the parties’ fears and resuming the six-party talks as soon as possible," the diplomat added.

"More and more countries have expressed understanding and support for the initiative, which coincides with Russia’s proposal. We maintain intense contacts on the roadmap," he said.

Since then, the expert said, the situation has greatly deteriorated as the US and South Korea did not want to follow this route. Russia's current roadmap provides more distinct ways of easing tensions in the region.

"It is very important that this roadmap was drafted and revealed after close consultations with China. This shows that our two countries are acting together in the settlement of the North Korean issue. Russia, however, could be in a more advantageous position as it is able to play the role of a neutral mediator," the expert said.

He further explained that Russia does not have any encounters with the US in the Asian region, while for China, the Korean issue is closely interconnected with other encounters with the US in the region, such as mutual trade and the South China Sea dispute. China and the US, he said, are engaged in a complicated exchange of mutual concessions.

Russia, Toloraya explained, could act from a relatively independent position and have the most trust from North Korea among all the four countries (Russia, China, the US, South Korea). Hence Russia is able to play a constructive role not only in suggesting but also in implementing this initiative.
