On Thursday, US Congressman Thomas Massie announced
that the US director of national intelligence, the defense secretary and the
secretary of state had “provided zero evidence” showing Syrian President Bashar
al-Assad used chemical weapons against the Syrian people in Douma.
"In briefing to Congress, DNI, SecDef, and SecState
provided zero real evidence. Referenced info circulating online. Which means
they either chose not to provide proof to Congress or they don't have
conclusive proof that Assad carried out gas attack," Massie, a Republican representing
northern Kentucky, said in a tweet.
"Either way, not good," the lawmaker concluded.

The US Depart
of State said Thursday that the Organization for the Prohibition of Chemical
Weapons (OPCW) has been prevented from accessing the site in Douma, Syria,
where a so-called "chemical attack" took
place.
According
to State Department spokeswoman Heather Nauert,
the Russian and Syrian governments are to blame for this development.
"We have credible information and evidence to suggest that
Russia is working with the Syrian government to deny and delay access
to the chemical attack site," Nauert
told reporters Thursday. Nauert provided no specifics on what kind
of information or evidence the US has.
"We believe it gives them additional time to clean
up and sanitize those sites,"
she said.
FAC 1: The alleged chemical attack in Douma occurred
on April 7 and reportedly killed dozens. The countries making
this allegation — the US, Uk
and France — have been less willing to say what type of chemical weapon was deployed and how they
know Syrian President Bashar al-Assad should be held accountable for the
use of the weapons.
Chlorine and sarin have been discussed as two possible agents, but THE US "provided zero real evidence" to lawmakers
on Thursday tying together casualties with the weapon used and the
party responsible for using it.

out to dry. Then a Trump aide told US media that the UN ambassador had
gotten "confused". Haley then hit back
at the slight, saying she "doesn't get confused".

Right now, INDICATIONS are that liquidity is growing scarce and it may be time to sell stocks
and increase cash allocations.
Liquidity is the ultimate paradox in finance.
It’s always there when you don’t need it
and never there when you need it most. The reason is crowd behavior, or what
mathematicians call hypersynchronicity (a fancy word for everyone doing the
same thing at the same time).

Liquidity is evaporating
The second
indication that liquidity is drying up is shown in Chart 2 below. Chart 2 shows the spread between the London
Interbank Offered Rate (Libor) and the overnight indexed swap rate (OIS).

The third indication is
found in a recent Fed announcement described in an article from Reuters. The article reports on
the Fed’s effort to replace Libor (discussed above) with SOFR as a benchmark
rate for U.S. dollar-denominated loans and derivatives.
The Fed is using an
apples-to-oranges rate comparison to disguise the fact that liquidity is drying
up in the unsecured bank lending market. In the future, a Libor-OIS type spread
or a Libor-repo spread (similar to a “TED spread”) might disappear because
Libor itself has disappeared.
My signals are saying this may be your last chance to get out of risky assets such
as stocks and into more liquid positions in cash and cash equivalents. If you
wait too long, the mad dash for liquidity will begin and you won’t find
liquidity when you need it.

the worst of both worlds - little actual
real growth which is squashed by a central bank worried about overly easy
financial market conditions. This
combination will only hasten the economic slowdown. No wonder stock
market investors are reluctant to pay peak P/E multiples."
One-year forward earnings-per-share estimates for
the S&P 500 jumped from 145 to 160 almost overnight. Investors applauded
Trump’s policies with gusto.

Over the past couple of months, stocks have been slipping. But what
caused the euphoria to break?

problem. Think about the dilemma the Federal Reserve is facing. They are
raising rates, but can’t tighten financial conditions.

One last chance to sell? All I can say is don’t hold out for peak P/E
multiples. They probably hit their high right before the tax cut. The market
will be a lot less optimistic about future growth.
It’s
a delicate dance between how much EPS can grow in the meantime before the
economy finally rolls over. Colour me
skeptical that growth will exceed expectations. This
last round of corporate tax-cut fueled buy-backs might be the best chance to
write some sweet pink tickets.
