Syriza consiguió grandes concesiones del Eurogrupo, ocultadas en la avalancha neoliberal mediática. Como señala James K. Galbraith (“Reading the Greek Deal Correctly”, Social Europe Journal), las concesiones (victorias de Syriza) incluyen:

1. El documento final separa la transferencia de fondos de las condiciones, aceptando algunas (que Syriza también consideraba justas) y rechazando otras. Es lo que en lenguaje mediático se refirió la aceptación del 70% de lo acordado con el gobierno griego anterior, y rechazo del 30%. Aceptación eran, por ejemplo, las medidas antifraude. Rechazo era la reducción de las pensiones y otras medidas que eran continuistas de las políticas de austeridad. En realidad, todas las medidas explícitas de austeridad que estaban en el documento firmado por el gobierno anterior fueron rechazadas, sustituidas por una ambigüedad (aceptada por la Comisión Europea) que permitía una flexibilidad de interpretación que no se permitía antes.

2. Se consiguió revertir la mayoría de medidas antisindicales que contribuyeron al deterioro del mercado laboral, aceptando el incremento del salario mínimo (retrasándose hasta septiembre su aplicación).

3. Se recuperó el concepto de soberanía, de manera que las políticas domésticas se asignaban al gobierno griego siempre y cuando fueran aprobadas por el marco definido por los límites de fiscalidad marcados por la Troika, redefinida como instituciones separadas, cuya autoridad quedaba delegada del Eurogrupo y de la Comisión y no como grupo de supervisores. Este cambio es más que semántico.

4. Una cesión clave fue que al gobierno griego no se le imponía el objetivo de alcanzar un 4,5% de superávit primario (lo cual le hubiera prohibido poder terminar con las políticas de austeridad), sin especificar un objetivo, permitiéndole que alcanzara el deseado por Syriza, el 1,5%.

5. Un mejoramiento del pago de la deuda, en los plazos y en los intereses, a desarrollar en posteriores negociaciones. En realidad, la negociación mayor es la venidera. Es cierto que no se consiguió la quita de parte de la deuda, pero no excluye la posibilidad de que se establezca una renegociación a nivel de Europa del problema de la deuda pública, que ha alcanzado unas dimensiones excesivas, consecuencia de los rescates bancarios que beneficiaron a unos pocos a costa de la mayoría de las clases populares.

Syriza escogió presentarse como defensor de Grecia y de Europa, intentando iniciar un proceso de transformación de esta Europa. Se podría criticar a Syriza por no haber tenido preparado un plan B, que hubiera sido la salida del euro. Pero esta crítica ignora que la mayoría del pueblo griego quiere permanecer en el euro. Puede que cambie y la lección didáctica a la cual me refería al principio del artículo sea un paso en la dirección de cambiar el deseo de permanencia. Pero el gran dato de las negociaciones es que, a pesar del enorme desequilibrio de fuerzas, la movilización de un pueblo en apoyo de las demandas justas de su gobierno puede conseguir victorias en un proceso en el cual solo hemos visto el inicio de una larga lucha, pues es ahora cuando la parte difícil comienza.
