Terms Of The Ukraine Cease-Fire: Presenting "East Ukraine". Submitted by Tyler

original one that went into effect Sept. 5. It focuses on the withdrawal of
heavy artillery systems, which have been prominent throughout the conflict,
within 14 days of the cease-fire's implementation. The new cease-fire
requires these artillery systems to be withdrawn far beyond their maximum
effective ranges, a move that will create a buffer to prevent escalation and
heavy artillery fire on the demarcation line. [Todays
state of the art weaponry does not respect
demarcation lines –like the Kiev semi-missile shoot down when entered
the air-space of the South two weeks ago, or the artillery to be sent by the
US, perhaps drones too- those make obsolete any demarcation line. So, it is
needed specification of the type of arms prohibited to be put in the hands of
the neo-nazis in Kiev. If not, this will be one more reason for Russia to quit from Minsk (Kiev don't want to recognize autonomy to the Federation of the South, even though they one to be a Fed inside Ukraine, which requires an update in the Constitution) and now they don't want to set limits to the type of weapons bringing by the US. This means that Kiev is accepting to be converted into a Colony of the US and acepting the uses of their high teck weaponry against Russia. That will be considered a declaration of war against

Los acuerdos de Minsk prevén la recuperación del control de la frontera
con Rusia por Kiev y la descentralización del Estado, dijo una fuente en la presidencia
ucraniana.
"Cláusulas claves: … un programa de
restablecimiento del control ucraniano en la frontera con Rusia. Ninguna
autonomía ni federalización. Solo la descentralización," escribió el
vicejefe de la administración presidencial de Ucrania, Valeri Chali, en su
cuenta de Facebook.
La recuperación del control total de la frontera
(con Rusia) en la zona de conflicto por parte de Kiev debe
comenzar, en coordinación con las autoridades de las regiones de Donetsk
y Lugansk, el día después de las elecciones locales y finalizar tras un
arreglo político definitivo.
Ucrania se compromete a realizar una reforma
constitucional y adoptar una nueva Constitución para finales de
2015.
Asimismo, Kiev debe adoptar leyes sobre el estatus especial de algunos
distritos de las regiones de Donetsk y Lugansk.
El
jueves los presidentes de Rusia, Francia y Ucrania y
la canciller de Alemania terminaron las negociaciones para arreglar la crisis

“Según el diario Ruso Vedomosti, se ha optado
por el "guión de Chechenia": Donbás permanecerá en el seno de
Ucrania pero tendrá estatus especial y disfrutará de subvenciones del Gobierno
central.
Este
diario señala imperfectos en los Acuerdos de esta cumbre:
Fue firmado por el Grupo de Contacto y no por
los líderes de los cuatro países que protagonizaron la cumbre de Minsk; tiene
pocos puntos vinculantes; carece de plazos concretos; la carga sobre Kiev
parece desproporcionada, etc.
A
pesar de ello, el diario Vedomosti indica,
que el Acuerdo contiene puntos positivos:
Primero, los bandos han
llegado a un límite más allá del cual "no existen estrategias
razonables", algo que representa "una importante restricción para una
nueva escalada" del conflicto.
Segundo, fueron unas
negociaciones de los líderes aunque sus resultados se firmasen por el Grupo de
Contacto.
Tercero, "una guerra
híbrida puede llegar a una paz híbrida".
Además hay puntos en el diario ruso que esperan verificación:
En el nuevo documento no figuran las
autoproclamadas repúblicas populares de Donetsk y Lugansk
cuyos líderes ya no hablan de la independencia sino afirman que
representarán un ejemplo para toda Ucrania, destaca el diario.
Según Vedomosti, una paz en Donbás
favorece a Putin: nadie ya menciona Crimea mientras que el este de
Ucrania tiene "garantizado" su estatus especial.
Más complicada es la situación de
Poroshenko: el parlamento ucraniano puede oponerse a la
reforma constitucional y el enfrentaría acusaciones de "haber entregado
