WHAT IS THE BEST SOLUTION TO THE CURRENT CRISIS IN UKRAINE?

In my view a new nail can take out the previous wrong nail. (un Nuevo clavo saca el clavo inservible)

1^st. The US-EU and Russia should make a deal  to:

a.  Depose the current government in  Kiev with another coup (at both discretion, NATOs EU-US and Russian block (China included, mybe Brazil and India too as observers). A new military coup should install a transitional government in charge of

(a.1) promoting National Unity, it means given 50% voice, vote  and power to anti-Kiev current rulers of the South (including Crimea) in the transitional Government lead by a Top General  who has the bless of both sides.

(a.2) Calling Elections or Referendums to set a Constitutional Assembly to design or debate the proposed draft of Constitution. This Constitutional Assembly should also have 50/50 representatives from both North and South regions of Ucraine.

(a.3) Set up the new Police Force in both sides, by banning all neo-Nazi personnel  involved in the previous violent coup.

(a.4) Protect the public order and National Security with a martial Law until the political mood settles down.  Meanwhile all political prisoners should be release in the North with a warning of being pull back to jail if they do not respect the Martial Law. When the new Constitution is approved, this transitional government will use the new Constitution to call National Elections in both sides, North and South.

b. At International level the US-EU and Russia-China can agree that:

(b-1) At Economic level, all sanctions will be dismantled by the EU and US against Russia and the same with Russia sanctions, once set.  

(b-2) The IMF should pay the Ucranian foreign debt at zero interest rate avoiding hurting conditions to people  

(b-3) both blocks (EU-US and Russia-China) should create a 50/50 loan without conditions to the Ucranian people, to be distributed 50/50 in the North and South region.

c. At communication level,

(c-1) A National TV and electronic media system should be r-modeled  to facilitate fair information and debates  for the Constitutional Assembly and National election.

(c-2) The West media, especially in the US , should  follow this fairness and avoid distortions.

(c-3) Free press should be based on principles of equality, fairness, pluralism and transparency (based on verifiable facts). It means that a National TV should protect the voice of both blocks of power  and other  sides as long as any type of violent national chovinism, xenophobia and racial-cultural exclusion be prohibited.

(c-4) The buying of votes should be considered as political crime and  penalized  severely.

(c-5) Foreign intervention in favor of any candidate before elections (during and after)  in Ukraine and  any developing country  should also be prohibited and penalized.

2. Institutions at international level

(2a) The UN should be reformed in a way that most nations representatives express free and openly what their nations has debate and approve.

(2-b) Non democratic States should be excluded, unless they call for democratic elections based on common and supervised standards.

(2c) At military levels, Russia and China should be included into NATO with veto power  as it happens in the UNSC during the transition to dismantle NATO and  create instead a new Military Institution in charge of  controlling all nuclear power world wide and  dismantling all the atomic sites inside the US, EU and Russia and China.  

(2-d) At International level is also important to reform the IMF and WB and Trade org  with 50/50 representative of both blocks and a executive committee that includes all other major trade countries  world wide, with also veto power.  

(2-e) All FTA should be reformed to grant power to developing countries to eliminate dependency and parasitic rentism imposed for developed countries.

(2f) All FDI to foreign nations should use a new international currency  based on a basquet of major trade currencies right now. FDI should be oritente to productive activities in developing nation and all forms of economic  speculation should be prohibited (case of QEs).

(2g) The national foreign debt of developing countries (stating with accumulated interest rates)  should be abolished and also abolished all debts incurred by dictator regimens imposed on developing nations.

(2h) A Tobin tax on all financial transactions should be imposed in order to create a found to help nations suffering chronic economic pains and over-exploitation in Africa, Asia and Latin America.

These are basic local and international  policies that could be applied to the Ukraine United Federations,  or the way they want to called  to the new  Union of North and South. In short, both blocks should sit and make a deal starting with a zero-point line frame.
