RUSSIA OPPOSED TO NATO STATES` ATTEMPT TO REPEAT LIBYA SCENARIO AND BLACKMAIL

Russian Diplomats stress that Russia opposes NATO States`Attempt to repeat a Libya Scenario in Syria. Russia has drawn a Red Line to prevent a Repetition of NATO´s Abuse of the UN Charter´s Chapter 7, denouncing, that the USA has gone so far as to attempt to Blackmail Russia into voting in Favor of a Security Council Resolution that would leave a Loophole for a Repetition of the Libyan Disaster in Syria.

Christof Lehmann (nsnbc) , – Russia´s Deputy Foreign Minister Sergei Rybakov expressed Russia´s strong rejection of the attempts of some NATO member states to repeat the Libyan scenario in Syria.

Rejecting some NATO member´s attempt to repeat the Libya scenario, Rybakov affirmed Russia´s strong opposition to such acts in the international arena and said, that Russia considers the return of the UN mission of experts for the chemical weapons in Syria a step in the right direction. The Deputy Foreign Minister added that the experts of the Organization for the Prohibition of Chemical Weapon (OPCW) should document the initial information which Damascus provided last week to the OPCW technical secretariat.

Rybakov assured, that Russia is ready to help guard Syria´s chemical weapons sites when the stockpiles and production facilities are destroyed, saying, “We will be ready to help in guarding those facilities where work is being carried out”.

Official Russian sources have today stressed, that Syria´s chemical weapons must be destroyed inside Syria and that Russia would agree to guard the weapons until their destruction. A statement by Russia´s Deputy Foreign Minister to this effect, earlier today, was by some analysts understood as the first indication, that Russia and eventually other CSTO members were showing readiness to deploy troops to Syria to guard Syria´s chemical weapons sites.

By implication, this Russian or CSTO move, would discourage any illegal US/NATO military aggression. Evidently, the CSTO member states have drawn a clear, red line with regards to Syria after the recent US blackmail attempt. Russia Sharpens Language After US Blackmail Attempt, Calling Insurgents “Mercenaries”. The Russian Foreign Minister, Sergei Lavrov, has sharpened his language after a recent US blackmail attempt. For the first time since the onset of the insurgency in 2011, Lavrov was describing the insurgents in Syria as mercenaries.

Lavrov warned of the threat posed by the foreign mercenaries and jihadists who are fighting among the terrorist groups in Syria, saying that this threat could extend to all countries, including their home countries. On Thursday, Lavrov said to the Washington Post:

“The jihadists come from many European countries, Russia included, and some even from the United States; hundreds of them — if you take Europe, Russia and the U.S. — are fighting in the ranks of extremist groups …I am sure they are gaining the experience which they will try to use after the Syrian crisis is over elsewhere, first and foremost in their home countries. … ..This is our common threat. That is what we must be discussing and not just engaging in the rhetoric of who should go and who should stay. … Either we agree that any terrorism is unacceptable, or we will be playing a double-standard game.”

The Russian Foreign Minister stressed the threat of the spread of terrorism, stressing the urgency of holding the second international conference on Syria in Geneva (Geneva 2).

With regards to Syria´s chemical weapons, Sergei Lavrov stressed, that the issue must be solved on the basis of the Chemical Weapons Convention and noted, that the steps of the Syrian government indicate clearly, that they are fulfilling their obligations under this convention.

Lavrov Publicly Denounced U.S. Secretary of State, John Kerry´s Attempt to Blackmail Russia. On Sunday, 22 September, nsnbc reported [http://nsnbc.me/2013/09/22/u-s-tries-blackmail-russia-military-action-syria/] that the Russian Foreign Minister accused the USA of attempted blackmail to leave a loophole to allow military action, of being blinded by an ideological goal of regime change and of being incapable of admitting that they have mede yet another mistake.

Lavrov reported, that U.S. Secretary of State, John Kerry, had implied the threat that the USA could oppose Syria´s accession to the OPCW unless Russia agreed to a UN Security Council resolution that would allow a loophole for an (illegal) aggression against Syria under the United nation´s Charter Article 7. In some of the strongest words by Russian top diplomats on Syria to that date, Lavrov said:

“Our American partners are starting to blackmail us: ‘If Russia does not support a resolution under Chapter 7, then we will withdraw our support for Syria’s entry into the Organization for the Prohibition of Chemical Weapons (OPCW). This is a complete departure from what I agreed with Secretary of State John Kerry. … Our partners are blinded by an ideological mission for regime change. … They cannot admit they have made another mistake. …I am convinced that the West is doing this to demonstrate that they call the shots in the Middle East. This is a totally politicized approach”.

Rejection of Repetition of Libya Scenario and Reference to West attempting to demonstrate that “they call the Shots”, based in Opposition to declared NATO strategy. The clearly expressed opposition against some NATO members attempt to repeat a Libya scenario, by Russia´s deputy Foreign Minister, and Foreign Minister Sergei Lavrov´s reference to the West´s attempt to show who is calling the shots in the Middle East are based on a rational rejection of a declared NATO strategy.

In 2011, NATO abused the authorities which were granted to it under UN Security Council resolution 1973 (2011) on Libya to wage a de facto war on the country, to destroy Libya´s infrastructure, and to use al-Qaeda linked terrorist organizations as mercenaries who brought about regime change while fighting in liaison with NATO special forces.

While all, even U.S. Analysts and experts agree that NATO´s Libya campaign has had disastrous consequences for Libya as well as the region, NATO describes the result of the campaign in the most positive terms.

Prior to NATO´s 25th Summitt in Chicago, in 2012, the U.S. permanent Representative to NATO, Ivo H. Daalder, and the Supreme Allied Commander Europe, and Commander of the U.S. European Command, James G. Stavridis published an article in “Foreign Affairs“, praising NATO`s successful intervention and victory in Libya, emphasizing NATO`s new international role, and it´s meeting of “the responsibility to protect” as justification for military intervention against sovereign states. This policy declaration was repeated at the 25th Summit, in which the model for future interventions, which is regime change by abuse of the UN Charter´s Chapter 7 and in cooperation with NATO funded, armed and commanded terrorists, became part of NATO´s military doctrine and strategy.

Russian Foreign Minister stressed, Russia has convincing evidence that gunmen and not the Syrian Army used chemical weapons on 21 August 2013. Sergei Lavrov stressed that Russia has very convincing evidence that it was gunmen and not the Syrian Army that used chemical weapons in East Ghouta, Damascus, on 21 August 2013. Lavrov underlined that this evidence has been provided to the US administration, saying:

“I just presented a compilation of evidence to John Kerry when we met a couple of hours ago. This evidence is not something revolutionary. It’s available on the Internet. They are reports by journalists who visited the sites and talked to the combatants, who said they were given some unusual rockets and ammunition by some foreign country and they didn’t know how to use them”.

Lavrov also referred to evidence from nuns living in the monastery nearby, who visited the site, saying:

“You can read the assessments by the chemical weapons experts who say that the images shown do not correspond to a real situation if chemical weapons were used,” and revealed that Russia also knows “about the open letter sent to President Obama by former operatives of the CIA saying the assertion that the [Syrian] government used chemical weapons was fake.”

One of the most appalling developments with regards to evidence for the falsification of purported evidence against the Syrian military is, that an analysis of the photo and video material strongly indicates that dozens of Syrian children have been murdered in cold blood to produce propaganda images.[ http://nsnbc.me/2013/09/25/children-killed-staging-ghouta-chemical-attacks-evidence/ ]

The Russian Foreign Minister also stressed, that the United Nations, under pressure from some Security Council members, failed to respond to the request of the Syrian government to send inspectors to investigate the use of chemical weapons in the Khan al-Assal district of Aleppo on 19 march 2013. Lavrov underlined, that Russia however, has conducted an investigation in this incident at the request of the Syrian government. Lavrov noted, that the results of this investigation are broadly available to the Security Council and to the public.

In July, a massacre was committed in Khan al-Assal, killing at least another 123 people. The massacre was committed by terrorist organization which are backed by several NATO countries. There are strong and substantiated suspicions that the massacre was committed to liquidate eyewitnesses to the chemical weapons use by the terrorists on 19 March. Russian Opposition to “Intervention” and Denouncement of “Blackmail” prevent further Explosion of International Law and Decline into Anarchy and Tyranny. International lawyers, political consultants and analysts warn against the rapid erosion of international law and a decline into anarchy and tyranny since 2001 and the United States and NATO´s initiation of the so-called global war on terrorism.

In an article by Black, Fetzer, Mezyaev and Lehmann, international lawyer Christopher Black warned that the developments since 2001, including the abuse of the responsibility to protect and UNSC resolution 1973 (2011) on Libya by NATO represent an explosion of international law at its very foundation. The attempt by U.S. Secretary of State to use Blackmail against the Russian Foreign Minister, to leave a loophole for the abuse of the UN Charter´s Chapter 7 ,has demonstrated to what degree that decline into anarchy has progressed.
