FALSE  flag is the dissemination of false information from members  of a State apparatus with the intention of achieving “national” interest. False flags assume the control of mass-media and the uses of sophisticated techniques related tech communication. 

Psyops or psychological operations are part of a war, more exactly part of the process named as psychological war. Purpose: they  are aimed to influence a target audience's value systems, belief systems, emotions, motives, reasoning, or behavior.  

The U.S. Department of Defense defines psychological warfare as:

"The planned use of propaganda and other psychological actions having the primary purpose of influencing the opinions, emotions, attitudes, and behavior of hostile foreign groups in such a way as to support the achievement of national objectives."

One technique of PSYOPS is called false flags. In war-time any authority-person and institution from a political regimen involve in war can use this technique openly (as part of war-diplomacy) or disguised in the mass-media. Whatever misinformation is not a false flag, this one involves war-time and is used for either side of actors in  the war.

Wikipedia define false flag in these terms: False flag (or black flag) describes covert military or paramilitary operations designed to deceive audiences in such a way that the operations appear as though they are being carried out by the enemy or groups or nations  when is actually planned and executed them. Operations carried during peace-time by civilian organizations, as well as covert government agencies, may by extension be called false flag operations since the purpose is to hide the real organization behind an operation.

Famous recent false flag: the requesting political negotiation when one is actually preparing a full  attack on Syria. The fact is that 12 navy destroyers were sent to the shores of Syria.

Another one promising peace and even receive the Nobel prize for such endeavor when his State was building drones and huge amount of WMD. The real intention to kill contradicted the rhetoric on pacifism.
This is also called false-flag of truth.

RELATION BETWEEN FALSE FLAGS n TERRORISM

Terrorism, the murderous attack on civilian population could come from the State and from clandestine groups fighting against the State. If from the state –Adolph Hitler defined well- : “Terrorism is the best political weapon for nothing drives people harder than a fear of sudden death”. Then, false flag coming from State are intending to cover up terrorist actions.

Terrorism can also be defined as government forces attacking its own people (the inside job of 9/11 for instance), then blaming other States (Iraq in the case of 9/11) or blaming political group (Islamic as usual suspects) in order to justify a war or military repression against the blamed target State or group.

False flag form the bottom up, that is,  against the State, pursue similar objectives but in reverse, they attack the civilian populations and blame a State government (case of  jihadists in Syria).

FAMOUS CASES OF FALSE FLAG

This seems to be  the most famous case of false flag
• The CIA admits that it hired Iranians in the 1950′s to pose as Communists and stage bombings in Iran in order to turn the country against its democratically-elected prime minister

• Israel admits that an Israeli terrorist cell operating in Egypt planted bombs in several buildings, including U.S. diplomatic facilities, then left behind “evidence” implicating the Arabs as the culprits (one of the bombs detonated prematurely, allowing the Egyptians to identify the bombers, and several of the Israelis later confessed) (and see this and this)

• The former Italian Prime Minister, an Italian judge, and the former head of Italian counterintelligence admit that NATO, with the help of the Pentagon and CIA, carried out terror bombings in Italy and other European countries in the 1950s and blamed the communists, in order to rally people’s support for their governments in Europe in their fight against communism. As one participant in this formerly-secret program stated: “You had to attack civilians, people, women, children, innocent people, unknown people far removed from any political game. The reason was quite simple. They were supposed to force these people, the Italian public, to turn to the state to ask for greater security” (and see this)(Italy and other European countries subject to the terror campaign had joined NATO before the bombings occurred). • As admitted by the U.S. government, recently declassified documents show that in the 1960′s, the American Joint Chiefs of Staff signed off on a plan to blow up AMERICAN airplanes (using an elaborate plan involving the switching of airplanes), and also to commit terrorist acts on American soil, and then to blame it on the Cubans in order to justify an invasion of Cuba.
