At the start of the day, Chinese stocks roared back after Beijing called in The National Team to save the day. After 3 straight days of carnage, Beijing's PPT plugged the holes and China Futures soared almost 10% off their lows...

Stocks soared after Powell raised questions about "Delta"s impact on the economy and mentioned the lack of "substantial further progress" on jobs. That was obviously taken as great news because it was an excuse to delay any tapering.

By the close, Small Caps were the biggest gainers among this chaos, the S&P was unchanged, but The Dow ended lower..

The dollar was clubbed like a baby seal on this (after spiking initially on what seemed slightly more hawkish a statement) and ended back at its weakest in two weeks..

Interestingly, 10Y Treasury yields went nowhere fast amid all this volatility in stocks and the dollar, ending back below 1.25% again.

The belly of the curve was the worst hit on the day with 5Y +1bps (rallying back from a 6bps spike on the initial 'hawkish' statement).

Conveniently, STAT News, which broke the story about the data, reported that the lower efficacy would likely bolster Pfizer's case for approval of a third dose. But data provided by more than 44K volunteers, found that their vaccine's efficacy appeared to decline by an average of 6% every two months after administration. Efficacy peaked at more than 96% within two months of vaccination and slipped to 84% after six months.

The overall efficacy of Pfizer against severe disease was a still considerable 97% (though that's still not 100%).

El mandatario, que acaba de tomar las riendas del país andino, tiene dos opciones: dar la estocada final al cónclave o apostar a su mengua natural

Después de celebrar el triunfo de Pedro Castillo contra el sector más retrógrado del populismo de la derecha latinoamericana, queda advertir que tiene de frente un panorama en extremo complejo.

Especialmente la situación interna peruana.

Por un lado, la situación económica que viene de atravesar una pandemia que golpeó de manera severa lo que había sido un modelo exitoso en crecimiento constante por varios años (aunque el triunfo de Castillo demostró que no lo fue tanto).

Por otro, la situación institucional, debido a que el Congreso guarda un poder inmenso que puede derrocar a mandatarios con mayor apoyo político que el que tiene Castillo, que viene de vencer por muy poco margen. Sobre todo después de que hace pocos días el fujimorismo lograra la presidencia del Legislativo.

Claro, Castillo tiene cosas de peso a favor. Tiene dolientes: los sectores rurales y campesinos, a quienes ha venido conquistando en la primera y segunda vuelta electoral, y luego en el largo proceso de obstáculos para el reconocimiento a su triunfo.

Una de las decisiones clave que deberá tomar es la activación o eliminación definitiva del Grupo de Lima.

Todo esto lo ubica en una encrucijada para leer el panorama geopolítico que se le viene encima a este maestro y campesino de buenas intenciones. Una de las decisiones clave que deberá tomar es la activación o eliminación definitiva del Grupo de Lima.

Ya la esperada llamada de felicitación hecha por el secretario de Estado de EE.UU., Antony Blinken, brindaba idea de por dónde viene la presión.

La gestión de Blinken abandonó los constantes tremendismos republicanos y reconoció de primera a Castillo, afirmando desde su despacho, cuando aun no había un resultado definitivo, que la elección había sido limpia. Ese gesto dejó a Keiko Fujimori con las ganas de erigirse en una "nueva Guaidó", esto es, en una presidenta virtual.

En la llamada, eso sí, Blinken le pidió al nuevo mandatario peruano un "rol constructivo" en lo referente a países como Venezuela y Cuba. Es allí donde el famoso pero inactivo Grupo de Lima comienza a tener un peso definitorio del camino que desea emprender Castillo en las aguas internacionales.

Si disuelve el grupo, estará enviando una señal potente contra EE.UU. Si lo vuelve a convocar, será un balde de agua fría para la izquierda latinoamericana que tiene esperanzas en Castillo, especialmente después de la derrota del correísmo en la vecina Ecuador y de un lustro dominado por la derecha radical en la región.

Castillo, no lo olvidemos, ha demostrado ser un pragmático. Viene de un partido de derecha, el del expresidente Alejandro Toledo, pero trae consigo todas las viejas demandas de los sujetos sociales más desposeídos de las zonas excluidas de Perú, a los que parece saber traducir muy bien en la esfera política.

Entonces, lo más seguro es que priorice la cuestión interna y espere a que avancen las propuestas "progres" de la región, encarnadas sobre todo por el presidente de México, Andrés Manuel López Obrador, quien ha planteado recientemente el impulso a la Comunidad de Estados Latinoamericanos y Caribeños (Celac), que fue desplazada hasta su asfixia por el mismo grupo de Lima.

Castillo, no lo olvidemos, ha demostrado ser un pragmático. Pero trae consigo todas las viejas demandas de los sujetos sociales más desposeídos de las zonas excluidas de Perú.

Podemos alegrarlos de la muerte, fáctica o declarada, del grupo de Lima. Pero no hay razón alguna para contentarse de la situación organizativa e institucional de los países de América Latina, puesto que todos los entes supranacionales que se han intentado constituir han terminado en un rotundo fracaso, desde la Organización de Estados Americanos (OEA), que sobrevive sin peso alguno haciendo declaraciones destempladas e ideológicas, hasta la Unión de Naciones Suramericanas (Unasur) o la Celac, que fueron enterradas prácticamente sin dolientes. Pasando también por el propio Grupo de Lima, cuyo único interés fue el de intervenir en Venezuela, ya que prefirió ver a otro lado cuando se produjeron emergencias en Bolivia, Ecuador o Colombia.

Todas las experiencias de organización supranacional han sido igual de inefectivas. Y lamentablemente no se vislumbra que ente alguno pueda sostenerse más allá de algún ciclo progre o conservador, una verdadera derrota para los intentos de institucionalizar la región.

ENTRE DOS AGUAS

Castillo, además, supo jugar durante la campaña, lanzándole dardos al presidente venezolano, Nicolás Maduro, para neutralizar su peso a lo interno de la campaña.

Resulta que el Perú profundo ha afrontado la compleja situación de la migración venezolana y Castillo no elude el problema, sino que lo enfrenta como cualquier populista: pidiendo que los migrantes retornen a su país y a Maduro que resuelva esta situación.

Pero la campaña electoral ha terminado y Castillo, al menos discursivamente, parece apuntan hacia la izquierda.

La ineficiencia del Grupo de Lima decretó su propia muerte, a pesar de tantas horas y viajes dedicadas a Maduro. El presidente venezolano sigue en su puesto, pero los exmandatarios Mauricio Macri (Argentina), Lenín Moreno (Ecuador) y Pedro Pablo Kuczynski (Perú), fundadores del cónclave, ya no están en el poder.

Sin embargo, para la muerte de este grupo aun falta la estocada práctica.

Es posible que Castillo se la dé rápidamente. Pero también puede ser que prefiera jugar a su muerte natural para no entrar en conflictos, mientras espera que México, y especialmente el diálogo que se efectuará entre las partes venezolanas en ese país, prosiga y marque el rumbo.

No esperemos protagonismo de Castillo en el terreno geopolítico, ya que debe resolver los problemas de estabilidad económica e institucional en su propio país.

Juzguémoslo, por ahora, por su capacidad de enfrentar y salir airoso de las trampas que las élites mediáticas y financieras peruanas le tienen preparadas.
