DOS CUENTITOS PARA ALEGRAR EL TRIUNFO DE ANOCHE
El humor es algo que no debemos perder, aun si estamos extraviados en el camino y llegamos a un punto en que el callejon se divide en dos y no sabemos cual ruta tomar. En circunstancias como esta es bueno conservar el buen humor y preguntarse: quien fue el hijo de rana que invento el balotaje?.
1. LA CERDA del podio: Anoche no pudo dormir, su problema de identidad la atormentaba, “no soy F se repetia a si misma, si quieren hablar conmigo soy Ka , no soy F, amo la F pero soy Ka que no es lo mismo que M”. Pero amanecio humeda y salpicada de M pues en el lapso que pudo dormir se sonio revolcandose en el mismo chiquero con la F y la M. Quizo adoptar el apellido del marido, pero le dijeron que era tarde. Hoy esta en un psiquiatrico tratando de explicar su problema. Primero: No entiendo cómo llegue ahí, al podio. Segundo: No podia creer que estaba ahí despues del ataque de nervios que sufri cuando me dijeron que este lista para responder un posible cambio de programa en Ollanta: su posible retiro de la competencia. Tercero: Sabia que no pude haber subido allí solita, que la F y la M lo hicieron posible. Cuarto: Estaba segura que no debería estar allí y negando la F y la M. Quinto: Se me cruzaron los papeles que leia y lo hize, los negue. Siento que no soy util para nada ni para nadie. Que puedo hacer?, le pregunto al siquiatra. Y este le respondio. Si eres F,eres su hija y la F y la Ka estan asociadas con la M, por tanto eres parte del chiquero. Esa es tu identidad. Jamas debes negarlo. Tu salud mental depende de conservar tu identidad. Y lo que sientes es real: no sirves para nada y para nadie. Pero valio tu buena intencion, la de subir al podio y recordarle a la nacion que la memoria historica si existe.
2. EL CERDO. Dicen que a cerdo muerto, pueblo feliz. Al-ga, el capo di capos, el jefe de la mafia EL ARPA, no podia creerlo, hasta que ocurrio un incidente. Cuando Al-ga y su chofer se paseaban por una carretera, de súbito atropellaron a un cerdo, matándolo instantáneamente. Al-ga le dijo a su chofer que fuera a la granja a explicarle al dueño lo sucedido. Una hora mas tarde, vio a su chofer regresar tambaleándose, con un cigarro en una mano y una botella de vino en la otra, y su ropa desarreglada ¿Que pasó? Pregunto Al-ga a su chofer y este respondió: Bueno, el granjero me dio su mejor vino, a su mujer y los cigarros. Su hermosa hija me hizo el amor apasionadamente. Por Dios, que les dijiste? Les dije: "Soy el chofer de Al-ga y acabo de matar al cerdo! Alga quedo mas asustado y confundido que "la cerda del podio".

Votaria por Ollanta no porque la mayoria de las encuestadoras de opinion canten a sueldo la victoria de Keiko (con excepcion de la PUCP que en su ultima indico que Ollanta le estaria ya pisando el poncho), pero lo haria porque es la democracia la que esta en juego y porque Keiko representa lo inverso a ello, al FASCISMO.
Y cuando hablo de fascismo quiero remitirlos al articulo de Raul Zibechi al respecto. La denuncia sobre la compra de votos con alimentos donados por las damas de la clase alta de Lima, no fue hecha por ningún periódico izquierdista peruano sino por el conservador El Mundo, de Madrid” Asi empieza el articulo de Zibechi y continua:
“La periodista a Beatriz Jiménez segura que se utilizan los mismos métodos de “populismo asistencialista” que utilizó el ex presidente Alberto Fujimori, quien está en prisión condenado, entre otros casos, a veinticinco años de cárcel por los delitos de homicidio calificado de los nueve estudiantes universitarios y un profesor de La Cantuta en 1992 y la masacre de 15 personas en Barrios Altos en 1991”
“Un dato que aporta El Mundo es que los alimentos se recogen en una casa de San Isidro, elegante barrio de la capital, propiedad de Jeannette Wolfenson de Stone, quien es hermana de Moisés y Alex Wolfenson, condenados por defraudación y por la venta a Vladimiro Montesinos de la línea editorial de los diarios La Razón, El Chino, y El Men[3]. Su cuñado, James Stone, condenado por tráfico de armas, fue socio de Montesinos y propietario de un grupo de empresas que monopolizó el suministro de material de guerra durante el régimen de Fujimori[4].

Hay parte del listado de metodos amponescos del fuji-montesinismo que Keiko esta ya reproduciendo. Estan las declaraciones de ambos Vargas Llosa, papa e hijo.” hay “campaña de guerra sucia” –indicaron- los poderosos temen que Humala se comporte como Hugo Chávez, y que “con tal de evitar el socialismo” prefieren “que venga el fascismo. ¡Y todo eso en nombre de la libertad, de la democracia y del libre mercado!”. Luego Alvaro agrega: “Hay mayor garantía democrática con Ollanta. Si el comete un exceso, la derecha le saltará al cuello. Si los Fujimori cometen un crimen o delito, la derecha aplaudirá como loca”.
Zibechi concluye que la derecha ilustrada le tienen pánico a los Fujimori. Y es porque algo saben de eso, aunque muchos peruanos sigan creyendo que el asistencialismo los salvará de la pobreza. Mi pregunta a quienes venden su voto por una bolsita de comida: No fueron acaso pobres los que Fujimori asesino en Barrios Altos??. La bolsa de viveres que da Keiko es ilegal en estandares de democracia actual. Si el padre y la hija siguen implementando el asistencialismo es porque el JNE permite se convierta a los peruanos en un objeto -no en sujeto- en un medio usable para fines perversos: el asalto al poder otra vez. Es necesario rescatar la memoria colectiva, devolver dignidad a los peruanos y convertirlos en sujetos de su propia historia. Es urgente desterrar el asistencialismo.
El contexto internacional que menciona Zibechi explica bien el por que del intervencionismo USA en las elecciones de Peru a favor del fujimorismo. “Perú es pieza geopolítica” clave para el control USA del patio trasero. “La región andina es escenario de una fuerte disputa geopolítica entre la potencia declinante, Estados Unidos, y dos potencias en ascenso, Brasil y China. Para la primera se trata de frenar el avance de Brasil y su cada vez más sólida alianza con China. La “Alianza del Pacífico” (Colombia, Chile, México y Perú) nacida en Lima pretende revivir los objetivos del extinto ALCA en base a los TLC que Estados Unidos tiene firmados con los cuatro miembros, aunque aún está pendiente de aprobación el tratado con Colombia”.
“Como señala el economista peruano Oscar Ugarteche, se trata de un pacto contra el Mercosur y la integración regional, y de modo más explícito contra el Consejo de Defensa Sudamericano que avanza muy lentamente. Washington no puede contemplar pasivamente cómo se consolida el Mercosur y la Comunidad de Estados Latinoamericanos y del Caribe (CALC), nacida en febrero de 2010 como la primera alianza de toda la región sin la presencia de Estados Unidos y Canadá”
PERO NO VOY A VOTAR porque la democracia ha sido viciada y no se la rescata ni fortalece con el voto. Creo que es deber legal y etico del JNE el CANCELAR la 2da vuelta y dar paso a la 3ra libre de asaltos mediaticos. Por esta razon responsabilizo al JNE por permitir el asalto mediatico y el asistencialismo y viciar asi las elecciones. Por la salud de la democracia en Peru y por razones eticas, el JNE debiera cancelar la 2da vuelta y ordenar se posponga el debate de esta noche, aun si HUmala no quiere ver lo que muchos observadores internacionales si ven: que la 2da vuelta esta plagada de fraude y no conduce a un regimen con legitimidad ni posibilidades de gobernabilidad.

Si a pedido del JNE y/o de Ollanta Humala se cancela la 2da vuelta, eso supone que la 3ra vuelta debera ser regulada a fin de evitar nuevos golpes mediaticos que vician un evento electoral.
La alternativa adicional para sanear el proceso seria :
1. Establecer una valla de diferencia entre los dos candidatos para declarar victoria presidencial en la 2da vuelta. Como la diferencia de votos entre Ollanta y Keiko fue del 8%, la valla tendria que ser superior a ese porcentaje. Como es evidente el golpe mediatico, la valla minima seria del 10% y si realmente se quiere evitar en el futuro estas maniobras sucias que atentan contra el principio free & fair eleccions, la valla ideal a pasarse en la 2da vuelta seria del 12%. Keiko tendria que superar esa diferencia para declarar victoria. Si no la supera el ganador del procedso electoral actual seria Ollanta pues el gano la 1ra vuelta, con una diferencia mayor superior al 8%. Ademas indique anteriormente que la valla al 12% concuerda con la cantidad de votos que habrian estado en disputa de no haberse dado el asalto mediatico en ciernes.
2 Si el JNE no corrige el fraude declarando viciada la 2da vuelta y convocando a la 3ra vuelta y/o si Ollanta no retira su candidatura, por ambos lados se estaria avalando un evento viciado y fraudulento. Peor aun si se da paso a la 2da vuelta con un solo candidato, esto es si Ollanta se retira. Eso significaria entregarle la Presidencia a Keiko, la beneficiaria del fraude y quien jamas derroto a Ollanta.
3. La unica opcion terapeutica en el contexto actual es que el JNE llame a la 3ra vuelta y ordene se posponga el debate de esta noche. Ademas hay que ajustar las reglas del juego para el balotaje si aun se persiste en lo posterior a a esta mecanica absoleta ya en el contexto internacional. Y hay que revisar los padrones y evitar que ningun peruano sea excluido ni se incluya a muertos y otros que ya no debieran estar en el padron. Ademas debe ordenarse un test independiente de las maquinas para el vaciado de votos en el computo final. Lo mas importante es frenar el as alto mediatico contra el voto.
4. Si Ollanta ni Keiko temen a una competencia electoral bajo principios y reglas democraticas no tienen argumento para oponerse a una 3ra vuelta, a menos que esten interesados en legitimar un proceso que ya esta viciado y que solo conduce a un gobierno ilegitimo y sin perspectivas de gobernabilidad.
Es obligacion legal y etica del JNE declarar viciada la 2da vuelta. El JNE tiene la palabra y el pueblo tendra la suya tambien. Lo repito nuevamente, por la salud de la democracia en Peru y para no ser complice del actual fraude mediatico, Ollanta debe retirar su candidatura. Es hora de que quien ingrese a la Presidencia lo haga por la puerta grande y no por la ventana y con fraude como ya ocurrio antes.
Basta de comprar elecciones!!. No a los golpes mediaticos!!.

El 1º de mayo, el diario limeño La Primera reveló la existencia del “Plan Sábana”, una vasta operación que apunta a demoler la postulación de Ollanta Humala, candidato presidencial por la coalición Gana Perú. Ese diario tuvo acceso al plan, “que es fruto de una conspiración de políticos, empresarios, medios de comunicación y sectores militares y gubernamentales que favorecen la victoria de la candidata Keiko Fujimori y la consiguiente restauración de la dictadura fuji-montesinista de la década de los 90”.
El objetivo es impedir que Ollanta Humala gane la segunda vuelta electoral el 5 de junio. Entre las acciones de una primera etapa, según La Primera , se incluiría reclutar y utilizar medios de comunicación escritos, televisivos y radiales y acopio de información abierta y cerrada y otros elementos sobre la vida y actividades de Ollanta Humala y su esposa, Nadine Heredia, y su entorno.
El plan ha surgido por el pánico provocado entre sectores de derecha por los resultados de la primera vuelta, realizada el 10 de abril en que Humala ganó con 31.7% de los votos. Keiko Fujimori, la hija del encarcelado ex presidente Alberto Fujimori, quedó en segundo lugar con 23.5%, desplazando a candidatos abiertamente neoliberales como el ex ministro de Economía, Pedro Pablo Kuczinsky, el ex presidente Alejandro Toledo y el ex alcalde de Lima, Luis Castañeda.
No obstante la denuncia periodística, el plan continúa paso a paso. Es más, tras las revelaciones, el director del diario, César Lévano, y el presidente del directorio, Arturo Belaúnde, recibieron arreglos florales mortuorios, al mejor estilo de las épocas más siniestras de Vladimiro Montesinos, el asesor de inteligencia de Fujimori.
Los medios escritos, radiales y televisivos han continuado con fuerza su campaña de demolición de la candidatura de Humala, acusándolo de estatista, de tener vínculos con Hugo Chávez y de que, de gobernar, no continuará con el crecimiento sostenido que el país viene experimentando desde hace diez años, provocando en sectores medio-bajos el temor de perder lo poco que han ganado en los últimos años.
Así lo mostrarían recientes encuestas, en las que Fujimori resulta liderando la intención de voto. Según un sondeo de la empresa Datum, publicado el 20 de mayo, Fujimori tiene 45% de las preferencias frente a 42% de Humala. Sin embargo, una encuesta previa de Datum, del 16 de mayo, daba 46% a Fujimori y 40% a Humala, lo cual significaría, según los analistas, que Humala podría estar revirtiendo la tendencia, a dos semanas de los comicios.
Apretando la tuerca
Tras el supuesto éxito de la primera etapa del Plan Sábana, se inició una segunda etapa para continuar desprestigiando a Humala. De acuerdo con el diario La Primera , las instrucciones para esta nueva etapa son “continuar el Plan Sábana Fase II en el subplan ‘Conexión Venezolana’, toda vez que el objetivo de la operación -Ollanta Humala y su organización-, están siendo golpeados. La campaña de desprestigio ha permitido paralizar el crecimiento en la intención de voto de Ollanta Humala y con la cooperación de las encuestadoras se podría utilizar el margen de error para dar la sensación de declive y derrota del candidato”. La meta es “continuar con la guerra mediática hasta doblegar la moral del objetivo (Ollanta Humala) y sus votantes. Este esfuerzo impone una producción constante y continua de todos los medios necesarios para mantener una presión actualizada en lo político, económico y sicosocial”.
Al parecer, la dirección política del Plan Sábana -que incluye a Jaime Yoshiyama, estrecho colaborador de Alberto Fujimori y candidato a la segunda vicepresidencia por Fuerza 2011- habría recibido recomendaciones de la “base Chile”, instancia que colabora con la campaña de Fujimori, de levantar el tema de género, utilizando la victimización para que las mujeres se identifiquen con la candidata. Igualmente ha recomendado cumplir con los requisitos para la “difusión de la inteligencia”, es decir, buscar la oportunidad y dosificar los contenidos mediáticos y reforzar las medidas de contrainteligencia para sellar la fuga de información y eliminar la penetración de intrusos.
En el cumplimiento meticuloso del Plan Sábana, el diario conservador El Comercio dio a conocer el 16 de mayo una grabación obtenida ilegalmente en 2006 en la que se escucha a una ex funcionaria de la embajada de Venezuela en Perú hablar con su madre y su esposo. Aunque en la conversación no hay ninguna prueba y más bien la funcionaria lo niega y dice que es un infundio, El Comercio publicó en primera plana que Humala había recibido ese año 4 millones de dólares del presidente venezolano Hugo Chávez para su campaña. Dicha grabación formaría parte de los audios que fueron decomisados en 2009 a la empresa Business Track (BTR) -de propiedad de ex oficiales de la Marina y dedicada a espiar ilegalmente por encargo- en un sonado caso de corrupción, en que estaban involucrados altos funcionarios del gobierno del presidente Alan García en el otorgamiento de concesiones petroleras.
Mientras la prensa se dedica a espulgar a Humala, Keiko Fujimori se la lleva fácil.
Ante las críticas al programa de gobierno de Gana Perú de que es estatista, que tomará el dinero de las Administradoras de Fondos de Pensiones (AFP) para financiar su Plan Pensión 65 -que otorgará una jubilación mínima a todas las personas de más de 65 años que no hayan podido aportar a algún fondo de pensión estatal o privado-, que ahuyentará las inversiones, entre muchas otras, Humala presentó a mediados de mayo el documento titulado “Lineamientos centrales de política económica y social para un gobierno de concertación nacional”, una hoja de ruta en la que se compromete a reforzar el crecimiento económico y social del país.
Los planes
En la presentación del documento, Humala remarcó que esta hoja de ruta no implica abandonar las ideas primigenias del programa de gobierno original: crecimiento económico con inclusión social. Descartó la creación de nuevos impuestos y explicó que para financiar las políticas sociales se aumentarán los índices de recaudación tributaria. “La evasión del Impuesto General a las Ventas y del Impuesto a la Renta, actualmente de 37% y 49%, respectivamente, se reducirá por lo menos a la mitad”, dijo.
El analista Augusto Alvarez Rodrich, en su columna del diario La República , considera que este nuevo documento es, a diferencia del plan de gobierno original de 198 páginas presentado en diciembre al Jurado Nacional de Elecciones, “un texto breve de sólo cinco páginas en el que se consignan, de un modo sintético, las iniciativas de Gana Perú para la segunda vuelta (…) Es -también a diferencia del plan de diciembre- un buen documento que marca un alejamiento con respecto al plan previo y que está más sintonizado con el ‘Compromiso con los peruanos’, publicado antes de la primera vuelta. Le faltan, sin embargo, los números básicos que permitan conocer los costos de las principales propuestas y la manera de financiarlas”, señaló Alvarez Rodrich.
En cambio, el plan de gobierno de Fuerza 2011 y su candidata, que casi nadie ha analizado con detenimiento, es sólo una lista de intenciones con enormes vacíos en temas como corrupción y derechos humanos.
En reunión de trabajo con la prensa extranjera, Keiko Fujimori sólo dijo sobre el tema de corrupción que “fortalecerá las procuradurías anticorrupción” y sobre el tema de derechos humanos, que será “respetuosa de las organizaciones no gubernamentales de derechos humanos” que se han opuesto abiertamente a su candidatura.
El sociólogo Julio Cotler dijo en una entrevista televisiva que la gran diferencia entre los planes de ambos candidatos es que Humala ha planteado la ejecución de políticas universales de educación, salud, empleo y jubilación, mientras que Fujimori sólo ha propuesto políticas asistenciales. “¿Cuál es la agenda que tiene? ¿Mi Primera Chamba? -empleos dirigidos a jóvenes-, ¿asistencialismo?”, preguntó. “Igualito a la época de Montesinos, vamos a tener las características de un gobierno mercantilista con todo los clientelismos del caso, con lo que ya se sabe cuál es la sociedad que se originará”, dijo, poniéndose en el caso que la candidata llegase a la Presidencia.
Otros analistas como Sinesio López, en declaraciones al diario La Primera , señalan que ante la ausencia de un plan de gobierno serio y viable para gobernar el país, Keiko Fujimori ha empezado a “piratear” propuestas incluidas en el plan de Gana Perú, como el impuesto a las sobreganancias mineras, elevación del sueldo mínimo a 700 soles (250 dólares) y el Bono Gratitud, que pretende imitar a Pensión 65. “Al plan (de Fuerza 2011) le faltaban una serie de temas importantes que fue incorporando a través de la copia descarada del programa de gobierno de Gana Perú. No ha habido allí un trabajo técnico y es por eso que ahí no aparecen los temas de la corrupción y derechos humanos”, precisó. “Estas promesas de gobierno, propias de una administración de centroizquierda, son cínicas, ya que el modelo impuesto por su padre, y que ella misma defiende ahora y ha defendido siempre al decir que se trata del mejor gobierno de la historia de la República, aniquiló todos los derechos laborales y sociales, además de abrogar las libertades de prensa y opinión. Entonces, ¿con qué cara y moral puede decir ahora que está dispuesta a asumir estas acciones?”.
Fujimori continuación de Fujimori?
Justamente esa política asistencialista se ha puesto en evidencia con denuncias sobre compra de votos en los sectores más pobres del país a cambio de víveres, a lo que se suma el manejo de la campaña electoral desde la sede de la Dirección de Operaciones Especiales (Diroes) de la Policía Nacional, donde Alberto Fujimori se encuentra recluido cumpliendo su condena de 25 años de cárcel.
Además, en el entorno de Keiko Fujimori sólo hay figuras vinculadas al gobierno de su padre, algunas de ellas con graves acusaciones de corrupción como el ex ministro de Economía Jorge Baca Campodónico, mientras que Humala cuenta con el respaldo de reconocidas personalidades democráticas y con impecable trayectoria profesional. Incluso el Premio Nobel Mario Vargas Llosa ha llamado a votar por Humala, afirmando que votar por Fujimori “sería la más grave equivocación que podría cometer el pueblo peruano (…) Equivaldría a legitimar la peor dictadura que hemos padecido a lo largo de nuestra historia”, dijo Vargas Llosa, a la vez que calificó a Alberto Fujimori de “asesino y ladrón”.
Cotler también se pronunció en iguales términos sobre Fujimori: “Para mí, ella representa lo más repulsivo que tiene Perú, porque trata de reivindicar el pasado, pasado que es engaño, robo y crimen; es decir, lo peor que puede tener el Perú”, dijo. “Yo creo que abrimos una puerta para un escenario muy oscuro en caso de que la candidatura de ella lograra ganar”.
En todo caso, el vocero de Keiko Fujimori, Jorge Trelles, confirmó lo que muchos han denunciado y que el fujimorismo había negado: que en el gobierno de Alberto Fujimori se mató gente.
Ante el anuncio de que en el debate entre los candidatos presidenciales, no se incluirían los temas de corrupción y derechos humanos, Trelles dijo: “Nosotros matamos menos que los dos gobiernos que nos antecedieron”.
De inmediato la candidata separó a Trelles como vocero (ya son varios los expulsados de ese cargo por sus nefastas declaraciones), pero no lo ha alejado de su entorno.
En un intento por justificar las palabras de Trelles, Keiko Fujimori dijo ante la prensa extranjera que rechazaba las declaraciones de su ex vocero, quien había intentado hacer “un análisis de las cifras que se publicaron en el informe de la Comisión de la Verdad y Reconciliación”. Admitió que se habían producido desapariciones durante el gobierno de su padre, pero que no eran responsabilidad directa de él, como tampoco lo fueron del fallecido ex presidente Fernando Belaúnde (1980-85) ni de Alan García en su primer gobierno (1985-90).
Ante la pregunta de Punto Final sobre su política de derechos humanos, sólo señaló que lo que busca su gobierno es “dar un vida digna a las personas”. Keiko Fujimori tampoco se pronunció sobre el “Compromiso en defensa de la democracia y contra la dictadura” suscrito por Humala, jurando no impulsar la reelección (prohibida por la Constitución), respetar la independencia de los poderes del Estado y la libertad de prensa y de expresión, cumplir con la distribución más justa de los recursos económicos, respetar los derechos humanos, luchar contra la corrupción, garantizar las inversiones extranjeras, ceñirse a los principios de no discriminación e igualdad para todos, entre otros.

El 1º de mayo, el diario limeño La Primera reveló la existencia del “Plan Sábana”, una vasta operación que apunta a demoler la postulación de Ollanta Humala, candidato presidencial por la coalición Gana Perú. Ese diario tuvo acceso al plan, “que es fruto de una conspiración de políticos, empresarios, medios de comunicación y sectores militares y gubernamentales que favorecen la victoria de la candidata Keiko Fujimori y la consiguiente restauración de la dictadura fuji-montesinista de la década de los 90”.
El objetivo es impedir que Ollanta Humala gane la segunda vuelta electoral el 5 de junio. Entre las acciones de una primera etapa, según La Primera , se incluiría reclutar y utilizar medios de comunicación escritos, televisivos y radiales y acopio de información abierta y cerrada y otros elementos sobre la vida y actividades de Ollanta Humala y su esposa, Nadine Heredia, y su entorno.
El plan ha surgido por el pánico provocado entre sectores de derecha por los resultados de la primera vuelta, realizada el 10 de abril en que Humala ganó con 31.7% de los votos. Keiko Fujimori, la hija del encarcelado ex presidente Alberto Fujimori, quedó en segundo lugar con 23.5%, desplazando a candidatos abiertamente neoliberales como el ex ministro de Economía, Pedro Pablo Kuczinsky, el ex presidente Alejandro Toledo y el ex alcalde de Lima, Luis Castañeda.
No obstante la denuncia periodística, el plan continúa paso a paso. Es más, tras las revelaciones, el director del diario, César Lévano, y el presidente del directorio, Arturo Belaúnde, recibieron arreglos florales mortuorios, al mejor estilo de las épocas más siniestras de Vladimiro Montesinos, el asesor de inteligencia de Fujimori.
Los medios escritos, radiales y televisivos han continuado con fuerza su campaña de demolición de la candidatura de Humala, acusándolo de estatista, de tener vínculos con Hugo Chávez y de que, de gobernar, no continuará con el crecimiento sostenido que el país viene experimentando desde hace diez años, provocando en sectores medio-bajos el temor de perder lo poco que han ganado en los últimos años.
Así lo mostrarían recientes encuestas, en las que Fujimori resulta liderando la intención de voto. Según un sondeo de la empresa Datum, publicado el 20 de mayo, Fujimori tiene 45% de las preferencias frente a 42% de Humala. Sin embargo, una encuesta previa de Datum, del 16 de mayo, daba 46% a Fujimori y 40% a Humala, lo cual significaría, según los analistas, que Humala podría estar revirtiendo la tendencia, a dos semanas de los comicios.
Apretando la tuerca
Tras el supuesto éxito de la primera etapa del Plan Sábana, se inició una segunda etapa para continuar desprestigiando a Humala. Hay dos hechos que podrian estar cambiando el panorama electoral de la 2da vuelta y que nos obligan a hacer un alto en la publicacion de la 2da parte, dado que se abre la posibilidad de contrarrestar el efecto del golpe mediatico fraudulento contra Ollanta. Se trata de el apoyo de Toledo a Ollanta Humala y de otro lado, la radicalizacion de la lucha del pueblo de Puno contra las empresas mineras que expropian y polucionan aguas y recursos de la region.
1. El anuncio del apoyo de Toledo a Ollanta Humala. El efecto de ello no se puede medir en terminos numericos. En politica electoral como en toda competencia hay fenomenos no cuantificables a los que se denomina sinergia donde EL TODO NO ES LA SUMA DE LA PARTES o UNIDADES QUE LO COMPONEN. En politica esto refiere el fenomeno UNIDAD. La unidad del pueblo crea sinergia y efecto multiplicador no solo de voluntades sino tambien nueva disposicion de lucha lo que jamas podria medirse con cifras y menos aun con seudo-encuestas.
2. La huelga en Puno pone en riesgo 700,000 votos que podrian ir a Ollanta Humala si es que el Gbno decide cancelar las elecciones en esa region. Hay evidencias de la alianza del Pdo de gobierno con el Fujimorismo. Han circulado videos de la forma como un organismo del Gbno, la DIROES ha sido convertida en un cuartel de operaciones de la Campania del convicto Fujimori y su hija Keiko. Hay ademas declaraciones del propio Pdte de la Republica que sesgan el voto en favor de Fujimori, ademas del asalto mediatico que implica violacion de principios basicos sobre los que se funda una democracia.
El ultimo recurso que le queda a la alianza APRA-Fujimori para el triunfo de Keiko es, como dicen una organizacion de DH, la militarizacion de la zona y suspension de las elecciones en Puno. De ocurrir, seria el mas grave asalto fraudulento contra las elecciones en favor de Keiko.
Como respondera la nacion?. No lo sabemos aun, pero me temos que si se anula el voto en Puno esa seria la chispa que encienda la pradera post-“electoral”.. Esto significa que Ollanta debe sentar bien clara su posicion al respecto e indicar en el debate nacional que se avecina de que si se impide votar al pueblo de Puno eso seria la prueba mas contundente de fraude electoral. El Gbno tuvo tiempo de solucionar este problema mucho antes y lo dejo sin solucion para poder manipularlo en el actual contexto electoral. Ollanta debe dejar claro que si esto ocurre el retiraria su candidatura y llamaria a votar en blanco y/o viciar el voto. Debera ademas acusar al Gbno y al JNE de complicidad con fraude mediatico del que el fue victima. Finalmente debera agradecder a Toledo por su apoyo e invitarlo a sumarse a la NUEVA MARCHA DE LOS 4 SUYOS CONTRA EL FRAUDE ELECTORAL.
Dicho esto, regresemos al tema GOLPE MEDIATICO ES FRAUDE y CRIMEN CONTRA LA DEMOCRACIA.
RESUMIENDO LO DICHO ANTERIORMENTE:
1. Indicamos en el anterior articulo que el fraude mediatico viola principios basicos de una democracia y que el JNE debio tomar cartas en el asunto para corregir sus posibles efectos, aun tiene tiempo de hacerlo. La nacion espera su palabra.
Como opera el fraude mediatico
Todos sabemos que en la 2da vuelta hay dos tendencias centrales de voto: el voto a favor del candidato por quien se voto en la 1ra vuelta. Y el voto en contra de uno de ellos, porque se quiere evitar que este gane la contienda, aun cuando eso beneficia al otro por quien no se tiene ninguna simpatia. Este es el tipo de voto que se hace con “las narices tapadas” por lo nauseabundo del acto. En EU a esto le llaman voto cinico. Y es exactamente el tipo de voto negativo que se construye mediante la difamacion contra uno de los candidatos. Es para esto que se contrata con dinero foraneo a gente especializada en este trabajo sucio, a mercenario de la prensa. Se dice en Lima que el contrato de solo uno de elllos –quiza el mas caro entre los contratados, Jaime Bayli - cuesta casi un millon de dolares, mientras solo la mitad de esa suma se habria invertido en comprar comida para repartirla durante la Campania, lo que tambien es delito. Lo masivo es el golpe mediatico, pues no solo se contrata expertos en demoler un candidato sino que se compran espacios mediaticos en la prensa de derecha e izquierda. De donde viene el dinero? Eso ni se pregunta pues ya se sabe que entre los financistas hay un millonario ex-alcalde de NY. Que intereses tiene este sujeto en Peru?. Aun no lo sabemos.
El caso es que la 2da vuelta es un juego al que denominan “zero-sum game” porque lo que se disputa es una cantidad limitada o fija de votos y lo que uno gana es lo que el otro pierde. A esto, a que gane uno de ellos destruyendo con difamaciones la candidatura del otro, es adonde apunta la compra masiva de spots mediaticos en la TV y la prensa escrita. Es una forma de corrupcion que siempre se ha combatido en los EU sin exito. Pero si hay avances en paises europeos, en la India y otros paises emergentes. La practica del asalto mediatico ha sido tildada como una forma de corrupcion, esto es, como una forma de fraude electoral pues se trata de comprar votos en favor de un candidato destruyendo la imagen del contrario. A esto se llama fraude mediatico. Ya se esta penalizando este tipo de fraude como una forma de corrupcion en Africa, gracias a la iniciativa reciente de Koffi Annan, pero no aun en Peru. Es tiempo de hacerlo, tenemos juristas de fama internacional dentro del contexto electoral peruano y esperamos que no sirvan solo de adorno.
La compra de votos via inversion masiva en spots mediaticos (TV y prensa escrita) que apuntan a destruir la imagen del candidato de oposicion mediante la difusion de calumnias y falsedades que no educan ni crean voto responsable sino solo odio y violencia, es lo que estamos viendo en Peru. La principal victima del asalto mediatico fue Ollanta Humala quien recibio un diluvio de difamacions que destruyeron su dignidad y reputacion. Lo grave es que se ha destruido el proceso electoral. Estamos frente a un crimen contra la democracia, lo que atenta contra la paz y estabilidad politica interna.
El asalto mediatico es fraude y crimen politico contra la democracia por lo siguiente:
A Porque se viola el principio de elecciones libres y Justas (free and fair eleccion). Una eleccion no es libre ni justa si el voto de un elector es inducido por la mass media contra un candidato sobre la base de falsedades y calumnias.
B. Tampoco se respeta el principio de igualdad en la competencia si se permite la inversion extranjera en la compra de espacios de TV (Caso Gualiani en Peru). Eso es discriminacion de candidatos que no disponen de tal dineral.
C. Se vulnera con el fraude mediatico el principio de informacion veraz y responsable para que el votante emita un voto conciente (enlightened understanding, le llamo Robert Dahl a este principio, Dahl es una de las vacas sagradas de la dedmocracia Americana).

Se sugiere que el plan sabana y un posible operativo del Comando Sur en el Putumayo antes del voto de 2da vuelta indicando la invasion de un grupo armado en Peru lo que involucraria a humalistas y chavistas, apunta a la derrota final de Ollanta. Se menciona tambien el activismo de mercenarios de la prensa en Miami y del agente anti-comunista Rospigliosi en Peru.

Hay dos hechos que podrian estar cambiando el panorama electoral de la 2da vuelta y que nos obligan a hacer un alto en la publicacion de la 2da parte, dado que se abre la posibilidad de contrarrestar el efecto del golpe mediatico fraudulento contra Ollanta. Se trata de el apoyo de Toledo a Ollanta Humala y de otro lado, la radicalizacion de la lucha del pueblo de Puno contra las empresas mineras que expropian y polucionan aguas y recursos de la region.
1. El anuncio del apoyo de Toledo a Ollanta Humala. El efecto de ello no se puede medir en terminos numericos. En politica electoral como en toda competencia hay fenomenos no cuantificables a los que se denomina sinergia donde EL TODO NO ES LA SUMA DE LA PARTES o UNIDADES QUE LO COMPONEN. En politica esto refiere el fenomeno UNIDAD. La unidad del pueblo crea sinergia y efecto multiplicador no solo de voluntades sino tambien nueva disposicion de lucha lo que jamas podria medirse con cifras y menos aun con seudo-encuestas.
2. La huelga en Puno pone en riesgo 700,000 votos que podrian ir a Ollanta Humala si es que el Gbno decide cancelar las elecciones en esa region. Hay evidencias de la alianza del Pdo de gobierno con el Fujimorismo. Han circulado videos de la forma como un organismo del Gbno, la DIROES ha sido convertida en un cuartel de operaciones de la Campania del convicto Fujimori y su hija Keiko. Hay ademas declaraciones del propio Pdte de la Republica que sesgan el voto en favor de Fujimori, ademas del asalto mediatico que implica violacion de principios basicos sobre los que se funda una democracia.
El ultimo recurso que le queda a la alianza APRA-Fujimori para el triunfo de Keiko es, como dicen una organizacion de DH, la militarizacion de la zona y suspension de las elecciones en Puno. De ocurrir, seria el mas grave asalto fraudulento contra las elecciones en favor de Keiko.
Como respondera la nacion?. No lo sabemos aun, pero me temos que si se anula el voto en Puno esa seria la chispa que encienda la pradera post-“electoral”.. ASALTO MEDIATICO ES CRIMEN CONTRA LA DEMOCRACIA. CASO PERU

Introduccion
Para empezar invito a mis lectores a releer el art de Jose Suarez “Peru camino al fraude electoral” en http://www.voltairenet.org/article169717.html. El objetivo de mis dos articulos que vienen es ayudar a la toma de conciencia en lo referido a participacion democratica en la 2da vuelta. Reviso aqui principios en los que se funda una democracia para determinar la validez del balotaje o 2da vuelta y sustento la tesis del asalto mediatico como fraude electoral o crimen contra la democracia. Ademas sugiero dos posibles rectificaciones para evitar el fraude. Considero que el JNE si tiene postestad y autonomia para corregir el asalto mediatico de la mass media coorporativa contra el candidato Ollanta Humala. De no hacerse, el JNE seria complice del fraude y responsable de la ilegitimidad, desgobierno y caos politico que se avecinan. Someto esto a debate nacional. En la 2da parte sustentare aun mas la eventualidad del caos politico que se viene, ver el articulo “Crimenes contra la democracia en Peru. Part 2”
He aqui una vision sumaria de las tesis que sustento en ambas.
Premisas:
1. Vivimos en un mundo globalizado por tanto miremos el bosque 1ro y ubiquemos el arbol Peru y sus perspectivas de democracia dentro de el. Por democracia entendamos no solo el acto mecanico de poner el voto en un anfora o presionar teclas de una maquina para cambiar autoridades , eso podria hacerlo un mono de plazuela entrenado para ello. Democracia es un conjunto de principios vinculados a un tipo de relacion humana a la que se aspira como nacion en terminos politicos y economicos.
2. Mirar 1ro el bosque signifca admitir que no existe posibilidad de salir la doble crisis que enfrentamos hoy si no miramos 1ro las posibilidades y barreras que nos impone el contexto internacional y las alianzas necesarias (el UNASUR en nuestro caso) para enfrentarlas. La doble crisis refiere:
A. el crecimiento sin desarrollo, y
B. la “Democracia” sin derechos humanos ni gobiernos legitimos o de espurea gobernabiliad.
El punto A significa que el modelo es excluyente: solo beneficia a minorias parasitarias y especuladoras. Parasitaria porque los nuevos ricos del Peru eluden impuestos a las ganacias que no derivan ni del esfuerzo ni la inversion (los windfall taxes ademas de que se excluye de impuestos las actividades financieras en la Bolsa de Lima). En cambio ellos gozan de rescates financieros cuando el Mercado les es desfavorable, beneficio que el Gbno actual lo extendido incluso a empresas extranjeras y a costas de la nacion entera.
El modelo neoliberal ha fracado por frenar la inversion productiva dentro de los EU y en sus satelites, el modelo fracaso por rentista o parasitario. Hoy se requiere mas que nunca de gobiernos nacionalistas y fuertes en terminos de legitimidad y gobernabilidad para imponer controles al capital especulador, lo indico el mismo Pdte del FMI. Y eso es cierto.
En Peru necesitamos de un Gbno nacionalista y fuerte en terminos de legitimidad y governanza pero no es eso lo que el sistema electoral actual promociona. Se promueve lo inverso, la fragmentacion y divisionismo a nivel nacional y local con el sistema electoral actual y su balotaje.
3. El autarquismo es absoleto Eso de decir que los problemas de Peru los solucionamos los peruanos y dentro el pais, es un engania-bobos, pura falsedad y demagogia. Ninguno de los problemas graves de la nacion (asfixiante deuda externa, especulacion y pillaje trasnacional de recursos internos, mas la corrupcion desfrenada que le acompania) son solo problemas de Peru. Los efectos que ellos crean para la nacion tampoco son solo peruanos (ruina del agro y la industria nacional, inestabilidad laboral, expropiacion de tierras y aguas, ajuste de cinturones con privatizacion y encarecimiento de servicios publicos de salud, educacion y energia, mas la creciente inseguridad publica).
Todos ellos tienen causas no solo internas. Nacieron dentro de un contexto internacional llamado neoliberal, un modelo de economia ya absoleto, y son solo solucionable con Gbnos dispuestos a liderar y movilizar la nacion entera para asumir el desafio de cambiarlo o introducir reformas radicales en el.
4. Al modelo alternativo denominado “democracia orientada al Mercado con responsabilidad social” es ya una ralidad en construccion en varios paises desde Alemania a Copenague y desde la India hasta Brazil. Ningun gobierno ilegitimo (elegido por minorias) sin apoyo nacional podria liderar ese cambio en Peru. No con el sistema electoral que tenemos actualmente. La barrera del 50% de votos en 1ra vuelta es absoleta. Lo que se estila hoy es la barrera del 5% de diferencia entre el 1ro y el 2do, si no se supera esa diferencia se pasa a la 2da vuelta.
El balotaje se instituyo para dotar de gobernabilidad al Nuevo regimen, por esto en otros paises se bajo la barrera del 50% de votos en 1ra vuelta. Pero no en Peru. Aqui el balotaje se instituyo para beneficio de un Pdo esclerotico y corrupto. En nombre del “pluralismo” fragmetador se instituyo el arribismo corrupto de un Pdo. La democracia en Peru no intereso al Pdo de gobierno que aun sigue destruyendola. La fragmentacion del poder municipal se aprobo a fines del 2010 porque son los poderes municipales los que mejor resistieron el pillaje trasnacional de sus tierras y recursos hidricos.
Es el interes trasnacional el que se beneficia con la fragmentacion y el balotaje o 2da vuelta.
5. El sistema electoral actual no viaviliza ningun modelo alternativo a las dos crisis senaladas en el punto 2. Superar esos problemas requiere de unidad nacional y de unidad regional con los paises del UNASUR Es esto lo que temen en el norte y de alli su interfrencia en asuntos electorales internos. Ellos son lo que fabrica es divisionismo polarizante al estilo Irak. Lo mas grave es que se fabrica con ello gobiernos ilegitimos y el desgobierno de corruptos, que arrasan con derechos humanos y los acuerdos internacionales sobre derechos politicos. El verticalismo autoritario que se patrocina desde los EU ha sido y es aun la mayor fuente de fraudes electorales.
Al fraude tradicional y el electronico hoy se ha agregado el fraude mediatico. Enla India y hoy en otros paises (incluyendo Africa donde Koffi Annan lidera un movimiento en esa direccion) el fraude mediatico se considera un grave crimen contra la democracia, lo que es severamente penado. En Peru estamos peor que en Africa y en condiciones similares a los de paises ocupados militarmente como Afghanistan e Irak.
6. Fraude mediatico. La posibilidades de unidad nacional para introducir cambios al modelo neoliberal en crisis ha sido destruida por el balotaje o 2da vuelta. No existen posibilidaddes de gobierno solido y estable, la legitimidad y gobernanza para el Nuevo gobierno que emerja en las elecciones de 2da vuelta son precarias. Lo peor es que encima tenemos un sistema electoral que facilita el fraude mediatico.
Hablamos de fraude mediatico porque con ello se viola principios basicos de una democracia. El JNE tiene ante si la responsabilidad de corregirlos de inmediato con medidas que encarescan el faude, como ya se hizo en paises lejanos como la India –por muchos considerada la mejor democracia del mundo- donde el asalto mediatico se considera fraude o crimen contra la democracia.
El argumento central para calificar el asalto mediatico como fraude es que ello implica compra de votos, lo que en el fuero penal implica corrupcion y amerita carcel.
La compra de votos opera via inversion en spots mediaticos que apuntan a destruir la imagen del candidato de oposicion mediante la dufusion de calumnias y falsedades que no educan ni crean voto responsable sino solo odio y violencia. Peor aun si esta inversion es foranea. Esto es ademas de corrupcion delito y crimen contra la paz y estabilidad politica interna.
El asalto mediatico es fraude y crimen politico contra la democracia por lo siguiente:
A Porque se viola el principio de elecciones libres y Justas (free and fair eleccion). Una eleccion no es libre ni justa si el voto de un elector es inducido por la mass media contra un candidato sobre la base de falsedades y calumnias.
B. Tampoco se respeta el principio de igualdad en la competencia si se permite la inversion extranjera en la compra de espacios de TV (Caso Giuliani, millonario ex-alcalde de NY-USA). Eso es discriminacion de candidatos que no disponen de tal dineral.
C. Se vulnera con el fraude mediatico el principio de informacion veraz y responsable para que el votante emita un voto conciente (enlightened understanding, le llamo Robert Dahl a este principio, Dahl es una de las vacas sagradas de la dedmocracia Americana).
7. Ademas de atentarse contra principios basicos de una democracia con el asalto mediatico de la prensa corporativa, lo que ya es fraude, tenemos a la vista otros casos de fraude o crimenes contra la democracia en Peru. Al parecer, se ha vulnerado el principio de inclusion de muchos peruanos que han sido privados de votar en 2da vuelta con el cuento de que no votaron en la 1ra. Esto equivale a desciudanizar a peruanos con el argumento de insuficiencia burocratica para renovar padrones o crear opciones para nuevos votantes. Urge inmediata investigacion al respecto y el chequeo de los padrones de 2da vuelta. Ninguna exclusion debe ser permitida y el principio de igual derecho a participar debe ser efectivo para todos. No debe permitirse tampoco la inflacion de padrones electorales con gente que no se registro para votar y dejo de existir. Todo esto debe ser investigado a la brevedad.
OPCIONES DE RECTIFICACION PARA EVITAR COMPLICIDAD CON EL FRAUDE
Frente al fraude mediatico ya existente considero que el JNE tiene las siguientes opciones de rectificacion:
Opcion 1. La solucion mas justa es crear la barrera de distancia entre los dos contendores al 12% para definir el ganador de la presidencia, de lo contrario se declara empate en la contienda y se da paso a una 3ra vuelta. En caso de empate (si la diferencia es menor al 12%) hay dos opciones: o se abre una nueva vuelta libre de fraude mediaticos y otros crimenes contra al democracia, o se usan la formula parlamentaria y en este caso serian los alcaldes y Presidentes regionales recien electos quienes elegirian al Pdte. Esta ultima es una formula quasi parlamentaria o mixta que se inscribe en la tendencia mundial a abandonar el centralismo autoritario en Presidencialismos desfasados.
Por que la barrera al 12 % ? Porque es el porcentaje total de los votos reales en disputa: los votos nulos, viciado y en blanco de la 1ra vuelta, de una parte, y porque se assume que los dos candidatos de 2da vuelta se repartirian en igualdad de condiciones –si se respeta el principio de frre and fair election- los votos de los candidatos perdedores en 1ra vuelta. Cierto es que los votos “llamados de derecha” y fueron a PPK y Castanieda irian en su mayor parte a Keiko, pero si hay votos que ambos Ollanta y Keiko, se podrian disputar en igualdad de condiciones, son los votos de Toledo que casi llegan al 16%. Si sumamos el 12% de votos nulos, viciados y blancos y el 16% de Toledo, tenemos un 28% de votos en disputa. Admitiendo imponderables en un reparto por igual (14% cada uno) de estos votos, diriamos que lo justo seria una barrera del 12%.
Veamos los resultados de las elecciones para aclarar lo dicho:

Asumiendo que gane la mitad del voto Toledo= 8%, tendria 20% mas del 32% anterior, llegaria al 52% del total. Pero esto ES IMPOSIBLE dado el asalto mediatico. El asalto mediatico es real y esa es una forma de fraude electoral. Por tanto:
LA VICTORIA DE OLLANTA ES REMOTA. Con el fraude mediatico sus posibilidades han sido bloqueadas.

EL FRAUDE MEDIATICO ES UN HECHO CONSUMADO
Lo detallaremos en el 2do articulo y agregaremos las declaraciones de Garcia viciando la contienda en favor de Keiko, la posible manipulacion de padrones del extranjero donde se esta excluyendo a muchos peruanos (investigaremos lo que se dice Paterson que hay un padron que hay votantes que no existen ya) , y ademas agregamos data sobre la presencia de financistas extranjeros en favor de Keiko (caso del millonario ex-alcalde de NY Mr Giuliani). Informaremos sobre el test a las maquinas a usarse para el vaciado y computo final de datos. Me temo que ademas del asalto mediatico hay fraude al por mayor en estas elecciones de 2da vuelta.
La dos unicas soluciones a este problema son : A. crear la opcion de una 3ra vuelta, lo que sembraria precedente para lo posterior. B. Dejar que sean los recientes alcaldes y Presidentes de region electos los que decidan en votacion publica o secreta quien sera el futuro Pdte de la Nacion.
LA VERDAD QUE NO SE QUERRA ADMITIR
Que el asalto mediatico ha arruinado el contexto electoral y la posibilidad de una competicion justa, libre de interferencias foraneas. La victim no es solo Ollanta, es la democracia en el pais. Para mi el fraude esta consumado y Ollanta debiera retirarse, por la salud y el futuro de nuestra democracia. Es ilegal y nada etico avalar el fraude electoral. Ya OCURRIO ANTES y DEBEMOS FRENARLO AHORA.
El JNE debe intervenir y colocar la barrera del 12% para declarar victoria presidencial en 2da vuelta. De no pasarse esa barrera se declara empate y se convoca una 3ra vuelta sin fraude mediatico, o se pasa a la formaula quasi parlamentario dejando la eleccion en manos de los ya electos (los alcaldes y Presidentes de region). Entonces el nuevo Presidente seria realmente representativo de la nacion entera y quien asuma el cargo tendria legitimidad y base solida para buena gobernabilidad.
NOTAS FINALES
1. El asalto mediatico contra Ollanta justifica la intervencion urgente del JNE para elevar la valla y castigar el fraude ya existente. Si esto no ocurre, Keiko ganaria con fraude y como dice la Constitucion en su art 46 “nadie debe obediencia a un gobierno usurpador”.
2. Si el JNE no penaliza y corrige el fraude elevando la valla de diferencia requerida para la 2da vuelta, Ollanta podria retirarse de la contienda, lo que originaria una situacion similar a la del 2001 en que el pueblo se levanto y destituyo al Presidente Fujimori.
3. EN SUMA, LAS OPCIONES DE VALLA PARA EL JNE SON LAS SIGUIENTES:
Opcion 1. Lo mas justo: Quien gane tendria que superar la valla del 12% de votos, que es lo que esta en disputa para la 2da vuelta (ya sea los nulos, viciados y blancos de la 1ra vuelta y el 15.6% de Toledo).
Opcion 2. Si no se pasa esa valla, el Pdte lo elegirian los alcaldes y Pdtes de region ya electos. Keiko querra argumentar que la valla sea del 8%, que es la diferencia que hubo entre el ganador y el perdedor que pasaron a la 2da vuelta. Esa opcion sigue siendo favorable a Keiko, ella perdio por esa diferencia y para declarar victoria tiene que superarla. Ademas esta opcion no soluciona el problema que se quiere corregir: brindar legitimidad y gobernabilidad al futuro gobernante.
Para lo unico que serviria la opcion 8% de valla es para medir el tamanio del fraude mediatico si Keiko pasa esa barrera. Y si no la pasa, la victoria le corresponde a Ollanta pues si paso el 8% en 1ra vuelta. Por tanto , la descartamos como opcion. Lo que queda en mesa es: la 3ra vuelta vs. la eleccion de Pdte mediante el voto de los ya electos en 1ra vuelta. Esta formula mixta, parlamentarismo- presidencialism no es una figura nueva pero si la corriente renovadora mundial. Un metodo que sembraria precedente internacional de corrreccion y penalizacion de fraude mediatico dentro de un proceso en plena accion. Eso demostraria capacidad de auto-correccion del sistema electoral peruano.

Introduccion
Para empezar invito a mis lectores a releer el art de Jose Suarez “Peru camino al fraude electoral” en http://www.voltairenet.org/article169717.html. El objetivo de mis dos articulos que vienen es ayudar a la toma de conciencia en lo referido a participacion democratica en la 2da vuelta. Reviso aqui principios en los que se funda una democracia para determinar la validez del balotaje o 2da vuelta y sustento la tesis del asalto mediatico como fraude electoral o crimen contra la democracia. Ademas sugiero dos posibles rectificaciones para evitar el fraude. Considero que el JNE si tiene postestad y autonomia para corregir el asalto mediatico de la mass media coorporativa contra el candidato Ollanta Humala. De no hacerse, el JNE seria complice del fraude y responsable de la ilegitimidad, desgobierno y caos politico que se avecinan. Someto esto a debate nacional. En la 2da parte sustentare aun mas la eventualidad del caos politico que se viene, ver el articulo “Crimenes contra la democracia en Peru. Part 2”
He aqui una vision sumaria de las tesis que sustento en ambas.
Premisas:
1. Vivimos en un mundo globalizado por tanto miremos el bosque 1ro y ubiquemos el arbol Peru y sus perspectivas de democracia dentro de el. Por democracia entendamos no solo el acto mecanico de poner el voto en un anfora o presionar teclas de una maquina para cambiar autoridades , eso podria hacerlo un mono de plazuela entrenado para ello. Democracia es un conjunto de principios vinculados a un tipo de relacion humana a la que se aspira como nacion en terminos politicos y economicos.
2. Mirar 1ro el bosque signifca admitir que no existe posibilidad de salir la doble crisis que enfrentamos hoy si no miramos 1ro las posibilidades y barreras que nos impone el contexto internacional y las alianzas necesarias (el UNASUR en nuestro caso) para enfrentarlas. La doble crisis refiere:
A. el crecimiento sin desarrollo, y
B. la “Democracia” sin derechos humanos ni gobiernos legitimos o de espurea gobernabiliad.
El punto A significa que el modelo es excluyente: solo beneficia a minorias parasitarias y especuladoras. Parasitaria porque los nuevos ricos del Peru eluden impuestos a las ganacias que no derivan ni del esfuerzo ni la inversion (los windfall taxes ademas de que se excluye de impuestos las actividades financieras en la Bolsa de Lima). En cambio ellos gozan de rescates financieros cuando el Mercado les es desfavorable, beneficio que el Gbno actual lo extendido incluso a empresas extranjeras y a costas de la nacion entera.
El modelo neoliberal ha fracado por frenar la inversion productiva dentro de los EU y en sus satelites, el modelo fracaso por rentista o parasitario. Hoy se requiere mas que nunca de gobiernos nacionalistas y fuertes en terminos de legitimidad y gobernabilidad para imponer controles al capital especulador, lo indico el mismo Pdte del FMI. Y eso es cierto.
En Peru necesitamos de un Gbno nacionalista y fuerte en terminos de legitimidad y governanza pero no es eso lo que el sistema electoral actual promociona. Se promueve lo inverso, la fragmentacion y divisionismo a nivel nacional y local con el sistema electoral actual y su balotaje.
3. El autarquismo es absoleto Eso de decir que los problemas de Peru los solucionamos los peruanos y dentro el pais, es un engania-bobos, pura falsedad y demagogia. Ninguno de los problemas graves de la nacion (asfixiante deuda externa, especulacion y pillaje trasnacional de recursos internos, mas la corrupcion desfrenada que le acompania) son solo problemas de Peru. Los efectos que ellos crean para la nacion tampoco son solo peruanos (ruina del agro y la industria nacional, inestabilidad laboral, expropiacion de tierras y aguas, ajuste de cinturones con privatizacion y encarecimiento de servicios publicos de salud, educacion y energia, mas la creciente inseguridad publica).
Todos ellos tienen causas no solo internas. Nacieron dentro de un contexto internacional llamado neoliberal, un modelo de economia ya absoleto, y son solo solucionable con Gbnos dispuestos a liderar y movilizar la nacion entera para asumir el desafio de cambiarlo o introducir reformas radicales en el.
4. Al modelo alternativo denominado “democracia orientada al Mercado con responsabilidad social” es ya una ralidad en construccion en varios paises desde Alemania a Copenague y desde la India hasta Brazil. Ningun gobierno ilegitimo (elegido por minorias) sin apoyo nacional podria liderar ese cambio en Peru. No con el sistema electoral que tenemos actualmente. La barrera del 50% de votos en 1ra vuelta es absoleta. Lo que se estila hoy es la barrera del 5% de diferencia entre el 1ro y el 2do, si no se supera esa diferencia se pasa a la 2da vuelta.
El balotaje se instituyo para dotar de gobernabilidad al Nuevo regimen, por esto en otros paises se bajo la barrera del 50% de votos en 1ra vuelta. Pero no en Peru. Aqui el balotaje se instituyo para beneficio de un Pdo esclerotico y corrupto. En nombre del “pluralismo” fragmetador se instituyo el arribismo corrupto de un Pdo. La democracia en Peru no intereso al Pdo de gobierno que aun sigue destruyendola. La fragmentacion del poder municipal se aprobo a fines del 2010 porque son los poderes municipales los que mejor resistieron el pillaje trasnacional de sus tierras y recursos hidricos.
Es el interes trasnacional el que se beneficia con la fragmentacion y el balotaje o 2da vuelta.
5. El sistema electoral actual no viaviliza ningun modelo alternativo a las dos crisis senaladas en el punto 2. Superar esos problemas requiere de unidad nacional y de unidad regional con los paises del UNASUR Es esto lo que temen en el norte y de alli su interfrencia en asuntos electorales internos. Ellos son lo que fabrica es divisionismo polarizante al estilo Irak. Lo mas grave es que se fabrica con ello gobiernos ilegitimos y el desgobierno de corruptos, que arrasan con derechos humanos y los acuerdos internacionales sobre derechos politicos. El verticalismo autoritario que se patrocina desde los EU ha sido y es aun la mayor fuente de fraudes electorales.
Al fraude tradicional y el electronico hoy se ha agregado el fraude mediatico. Enla India y hoy en otros paises (incluyendo Africa donde Koffi Annan lidera un movimiento en esa direccion) el fraude mediatico se considera un grave crimen contra la democracia, lo que es severamente penado. Informaremos sobre el test a las maquinas a usarse para el vaciado y computo final de datos. Me temo que ademas del asalto mediatico hay fraude al por mayor en estas elecciones de 2da vuelta.
La dos unicas soluciones a este problema son : A. crear la opcion de una 3ra vuelta, lo que sembraria precedente para lo posterior. B. Dejar que sean los recientes alcaldes y Presidentes de region electos los que decidan en votacion publica o secreta quien sera el futuro Pdte de la Nacion.
LA VERDAD QUE NO SE QUERRA ADMITIR
Que el asalto mediatico ha arruinado el contexto electoral y la posibilidad de una competicion justa, libre de interferencias foraneas. La victim no es solo Ollanta, es la democracia en el pais. Para mi el fraude esta consumado y Ollanta debiera retirarse, por la salud y el futuro de nuestra democracia. Es ilegal y nada etico avalar el fraude electoral. Ya OCURRIO ANTES y DEBEMOS FRENARLO AHORA.
El JNE debe intervenir y colocar la barrera del 12% para declarar victoria presidencial en 2da vuelta. De no pasarse esa barrera se declara empate y se convoca una 3ra vuelta sin fraude mediatico, o se pasa a la formaula quasi parlamentario dejando la eleccion en manos de los ya electos (los alcaldes y Presidentes de region). Entonces el nuevo Presidente seria realmente representativo de la nacion entera y quien asuma el cargo tendria legitimidad y base solida para buena gobernabilidad.
NOTAS FINALES
1. El asalto mediatico contra Ollanta justifica la intervencion urgente del JNE para elevar la valla y castigar el fraude ya existente. Si esto no ocurre, Keiko ganaria con fraude y como dice la Constitucion en su art 46 “nadie debe obediencia a un gobierno usurpador”.
2. Si el JNE no penaliza y corrige el fraude elevando la valla de diferencia requerida para la 2da vuelta, Ollanta podria retirarse de la contienda, lo que originaria una situacion similar a la del 2001 en que el pueblo se levanto y destituyo al Presidente Fujimori.
3. EN SUMA, LAS OPCIONES DE VALLA PARA EL JNE SON LAS SIGUIENTES:
Opcion 1. Lo mas justo: Quien gane tendria que superar la valla del 12% de votos, que es lo que esta en disputa para la 2da vuelta (ya sea los nulos, viciados y blancos de la 1ra vuelta y el 15.6% de Toledo).
Opcion 2. Si no se pasa esa valla, el Pdte lo elegirian los alcaldes y Pdtes de region ya electos. Keiko querra argumentar que la valla sea del 8%, que es la diferencia que hubo entre el ganador y el perdedor que pasaron a la 2da vuelta. Esa opcion sigue siendo favorable a Keiko, ella perdio por esa diferencia y para declarar victoria tiene que superarla. Ademas esta opcion no soluciona el problema que se quiere corregir: brindar legitimidad y gobernabilidad al futuro gobernante.
Para lo unico que serviria la opcion 8% de valla es para medir el tamanio del fraude mediatico si Keiko pasa esa barrera. Y si no la pasa, la victoria le corresponde a Ollanta pues si paso el 8% en 1ra vuelta. Por tanto , la descartamos como opcion. Lo que queda en mesa es: la 3ra vuelta vs. la eleccion de Pdte mediante el voto de los ya electos en 1ra vuelta. Esta formula mixta, parlamentarismo- presidencialism no es una figura nueva pero si la corriente renovadora mundial. Un metodo que sembraria precedente internacional de corrreccion y penalizacion de fraude mediatico dentro de un proceso en plena accion. Eso demostraria capacidad de auto-correccion del sistema electoral peruano.

Noam Chomsky elaboró la lista de las “10 Estrategias de Manipulación” a través de los medios. En su libro “Armas Silenciosas para Guerras Tranquilas” Chomsky hace referencia a ese escrito en su Decálogo de las “Estrategias de Manipulación”.
1- LA ESTRATEGIA DE LA DISTRACCIÓN.
El elemento primordial del control social es la estrategia de la distracción que consiste en desviar la atención del público de los problemas importantes y de los cambios decididos por las elites políticas y económicas, mediante la técnica del diluvio o inundación de continuas distracciones y de informaciones insignificantes.´
La estrategia de la distracción es igualmente indispensable para impedir al público interesarse por los conocimientos esenciales, en el área de la ciencia, la economía, la psicología, la neurobiología y la cibernética.
“Mantener la Atención del público distraída, lejos de los verdaderos problemas sociales, cautivada por temas sin importancia real. Mantener al público ocupado, ocupado, ocupado, sin ningún tiempo para pensar; de vuelta a granja como los otros animales (cita del texto ‘Armas silenciosas para guerras tranquilas)”.
2- CREAR PROBLEMAS, Y DESPUÉS OFRECER SOLUCIONES.
Este método también es llamado “problema-reacción-solución”. Se crea un problema, una “situación” prevista para causar cierta reacción en el público, a fin de que éste sea el mandante de las medidas que se desea hacer aceptar. Por ejemplo: dejar que se desenvuelva o se intensifique la violencia urbana, u organizar atentados sangrientos, a fin de que el público sea el demandante de leyes de seguridad y políticas en perjuicio de la libertad.
O también: crear una crisis económica para hacer aceptar como un mal necesario el retroceso de los derechos sociales y el desmantelamiento de los servicios públicos.
3- LA ESTRATEGIA DE LA GRADUALIDAD.
Para hacer que se acepte una medida inaceptable, basta aplicarla gradualmente, a cuentagotas, por años consecutivos. Es de esa manera que condiciones socioeconómicas radicalmente nuevas (neoliberalismo) fueron impuestas durante las décadas de 1980 y 1990. Estado mínimo, privatizaciones, precariedad, flexibilidad, desempleo en masa, salarios que ya no aseguran ingresos decentes, tantos cambios que hubieran provocado una revolución si hubiesen sido aplicadas de una sola vez.
4- LA ESTRATEGIA DE DIFERIR.
Otra manera de hacer aceptar una decisión impopular es la de presentarla como”dolorosa y necesaria”, obteniendo la aceptación pública, en el momento, para una aplicación futura. Es más fácil aceptar un sacrificio futuro que un sacrificio inmediato.
Primero, porque el esfuerzo no es empleado inmediatamente. Luego, porque el público, la masa, tiene siempre la tendencia a esperar ingenuamente que “todo irá mejorar mañana” y que el sacrificio exigido podrá ser evitado. Esto da más tiempo al público para acostumbrarse a la idea del cambio y de aceptarla con resignación cuando llegue el momento.
5- DIRIGIRSE Al PÚBLICO COMO CRIATURAS DE POCA EDAD.
La mayoría de la publicidad dirigida al gran público utiliza discurso, argumentos, personajes y entonación particularmente infantiles, muchas veces próximos a la debilidad, como si el espectador fuese una criatura de poca edad o un deficiente mental.
Cuanto más se intente buscar engañar al espectador, más se tiende a adoptar un tono infantilizante. Por qué? “Si uno se dirige a una persona como si ella tuviese la edad de 12 años o menos, entonces, en razón de la sugestionabilidad, ella tenderá, con cierta probabilidad, a una respuesta o reacción también desprovista de un sentido crítico como la de una persona de 12 años o menos de edad (ver “Armas silenciosas para guerras tranquilas”)”.
6- UTILIZAR EL ASPECTO EMOCIONAL MUCHO MÁS QUE LA REFLEXIÓN.
Hacer uso del aspecto emocional es una técnica clásica para causar un corto circuito en el análisis racional, y finalmente al sentido critico de los individuos. Por otra parte, la utilización del registro emocional permite abrir la puerta de acceso al inconsciente para implantar o injertar ideas, deseos, miedos y temores, compulsiones, o inducir comportamientos…
7- MANTENER AL PÚBLICO EN LA IGNORANCIA Y LA MEDIOCRIDAD.
Hacer que el público sea incapaz de comprender las tecnologías y los métodos utilizados para su control y su esclavitud. “La calidad de la educación dada a las clases sociales inferiores debe ser la mas pobre y mediocre posible, de forma que la distancia de la ignorancia que planea entre las clases inferiores y las clases sociales superiores sea y permanezca imposibles de alcanzar para las clases inferiores (ver ‘Armas silenciosas para guerras tranquilas)”.
8- ESTIMULAR AL PÚBLICO A SER COMPLACIENTE CON LA MEDIOCRIDAD.
Promover al público a creer que es moda el hecho de ser estúpido, vulgar e inculto…
9- REFORZAR LA AUTO-CULPABILIDAD.
Hacer creer al individuo que es solamente él el culpable por su propia desgracia, por causa de la insuficiencia de su inteligencia, de sus capacidades, o de sus esfuerzos. Así, en lugar de rebelarse contra el sistema económico, el individuo se autodesvalida y se culpa, lo que genera un estado depresivo, uno de cuyos efectos es la inhibición de su acción. Y, sin acción, no hay revolución!
10- CONOCER A LOS INDIVIDUOS MEJOR DE LO QUE ELLOS MISMOS SE CONOCEN.
En el transcurso de los últimos 50 años, los avances acelerados de la ciencia han generado una creciente brecha entre los conocimientos del público y aquellos poseídas y utilizados por las elites dominantes.
Gracias a la biología, la neurobiología y la psicología aplicada, el “sistema” ha disfrutado de un conocimiento avanzado del ser humano, tanto de forma física como psicológicamente. El sistema ha conseguido conocer mejor al individuo común de lo que él se conoce a sí mismo. Esto significa que, en la mayoría de los casos, el sistema ejerce un control mayor y un gran poder sobre los individuos, mayor que el de los individuos sobre sí mismos.

The Perdana Global Peace Foundation (PGPF) condemned in the strongest possible terms the act of aggression by the Israeli Naval Forces when they fired on the humanitarian mission bound for the Gaza Strip. The Spirit of Rachel Corrie ship, a humanitarian cargo vessel, officially known as FINCH came under attack one nautical mile inside Gazan waters at 6.35, this morning. We urge the international community to join with us in condemning this illegal, barbaric and uncivilised act.
The cargo ship was inside the Palestinian territorial waters and had broken the siege when the Israeli Naval Forces intercepted the ship and ordered the Captain to retreat. The first shot was fired across the bow and followed by several more shots. One of the shots almost hit a crew member, Mohd Jaffrey Ariffin, causing others to panic and hide for safety.
During the ordeal all those on board feared for their lives. The inhumane behaviour by the Israeli Naval Forces continued, despite the ship already turning towards the Egyptian waters. In the communication between the Captain and the Israeli Forces it was clearly stated that the ship was unarmed, and only carrying humanitarian aid. Despite that, the Israeli Naval Forces were not dissuaded and continued to shoot directly at the ship when it was leaving.
As far as PGPF and the anti-war activists are concerned, we had ‘Broken the Illegal Israeli Siege’ by being one nautical mile inside Palestinian territorial waters. The Gazan fishermen and other locals witnessed the event from the shoreline as they had gathered to welcome the siege breaking vessel and receive the aid mission.
PGPF acknowledge the sensitive manner in which Egyptian authorities have dealt with the situation. The vessel, under the guidance of the Egyptian navy has made its way to the port of El Arish. PGPF are currently being assisted in making arrangements for the transfer of the aid to Gaza by land via the Rafah Crossing.
We left the scene and entered Egyptian waters when the lives of unarmed civilians on board were endangered by this act of violence. Mindful of Israeli’s numerous killings of civilians at yesterday’s Nakba commemorations, the vessel withdrew to protect those on board from becoming victims of another act of terrorism by Israel.

The vessel left the Greek Port of Piraeus, on Wednesday, May 11. The humanitarian initiative is sponsored by the Perdana Global Peace Foundation (PGPF), chaired by the former Prime Minister of Malaysia Mahathir Mohamad.

This is what it comes down to: A TV 'news' presenter reveals in all its starkness, how the Empire corrupts totally. Here we have an apparently intelligent and educated person dismissing the leader of a country as if he's just another expendable piece of the Empire's junk. 'Yeah, why you don't just get rid of him, make him go away'. It's absolutely outrageous that we accept this kind of rubbish and it's echoed right across the MSM (see below).
By what right does the media pass judgement in this way? Worse still, we accept it as legitimate news making, where 'received opinion' is folded faultlessly into the mix. It's assumed that we have every right to pronounce on the fate of others, made especially easy when the self-same 'news' presenter has helped in demonizing Gaddafi and turning him into the other.
Perhaps if she'd also asked, 'What about giving NATO an exit strategy?", I would have more sympathy but it would in no way alter the fundamental assumption that the presenter is fully immersed in the idea that we can behave as we please, commit even worse crimes in the name of preventing crimes! The arrogance of Empire knows no limit.
Elsewhere some British military buffoon calls to demolish what's left of Libya and blow Gaddafi away by bending the 'rules' even more than they've already have been. So here we have a military man acting and behaving as if he were an elected politician and the BBC has no problem with this:
"General Sir David Richards told the Sunday Telegraph direct attacks should be launched against the infrastructure propping up Colonel Gaddafi's regime." -- 'Libya: Fox supports call for intensified campaign', BBC News Website, 15 May, 2011
Echoing the call by Tory 'Defence' minister Liam Fox who says that he agrees with Richards that Nato needs to 'upscale' its assault on Libya. The BBC's sub says it all:
'Within rules'
Col Gaddafi's removal is not a specified military objective of the action.
But in the interview with the Telegraph, Gen Richards said it would be "within the rules" should he be killed in a strike on a command and control centre." (ibid)
And on another, equally misleadingly titled piece, 'Why UN acted over Libya and Ivory Coast - but not Syria', the BBC tells it like it is, the Empire's point of view that is:
'Claire Bolderson looks at how the UN came up with the resolutions and asks whether it is likely to do the same elsewhere.

A month into the rebellion, town after town had fallen back under the Libyan leader's control and Col Gaddafi was threatening to wipe out the opposition.

Note how the BBC inserts the assumption--now made fact--that a massacre was about to occur, an assumption based on nothing more than rumour.
What's interesting is that aside from mentioning French intervention in the Ivory Coast (also done under the cover of the UN), none of the other countries in the Middle East, aside from Syria (of course) are unpacked at all. Instead, we read,
"While Egypt and Tunisia had been through what the French ambassador at the United Nations, Gerard Araud, calls "civilised transitions", in the case of Libya he says "at our borders, across the street from Europe, we could have had an incredible bloodbath"".
'Civilized transitions'? What transitions? And so close to home? There have been no transitions anywhere. Instead we have launched a civilizing bloodbath as a diversion. The point is, as with the Channel 4 News quote, massive assumptions are made about our God-given right to intervene wherever we choose, however we choose.
The question the piece poses 'Why UN acted over Libya and Ivory Coast - but not Syria', is not answered except in a roundabout kind of way. Instead it quotes Carne Ross, 'head of the consultancy Independent Diplomat'[1] and ends with the predictable assumption,
""If Libya turns into a quagmire - a protracted civil war - then there'll be a lot more hesitation about these kind of interventions in future""
So no discussion of the legality, let alone the morality of such actions. Instead the piece worries that unless Gaddafi is taken out now, it will make it more difficult to do the same elsewhere in the future! There you have it; the media in total lockstep with the Empire.

Foreign Forces Were on the Ground in Libya prior to any type of U.N. Approval
U.N. Security Council Resolution 1973 only passed, because Moscow and Beijing abstained. This was a tactical move meant to limit the war. If the resolution had been vetoed by Russia and China, in all likelihood, the U.S., Britain, France, Italy (and the Western European members of NATO) would have resorted to “other means,” including an outright invasion. By abstaining and getting the NATO powers to vocally invest themselves to U.N. Resolution 1973 and to hide behind it, Moscow and Beijing managed to limit the options of the Pentagon and NATO.

What these reports confirm is that there was a foreign military and intelligence presence in Libya before any U.N. mandate for a no-fly zone was granted. In this regard, the governments involved were in blatant violation of international law.
Another Case of Double-Standards: Yesterday’s Terrorists are Today’s Allies
Foreign intervention also consisted in embedding U.S., British and Saudi “intelligence assets” inside Libya. The latter consisted of Islamic para-militaries from Afghanistan and other conflict zones, which were dispatched to Libya. These intelligence assets are what the U.S. and its allies would themselves define as “terrorist elements.” This is utter hypocrisy.

The Libyan Islamic Fighting Group (LIFG) has been one of the components of the Transitional Council forces. According to a study authored at the Pentagon’s West Point, the area around Benghazi and Darnah in Barqa is the place known for supplying the second largest group of foreign fighters into Iraq; these fighters are tied to the LIFG, which is currently allied to the U.S. and NATO. [21]
NATO wanted a War in North Africa from the Start
The New York Times (February 28, 2011) asserted that the French government was opposed to military action and that NATO would “not” be used against the Libyans. [22] This was really an act of brinkmanship intended to pave the way towards a broader war in North Africa. Steven Erlanger analyses the bogus French position as follows:

NATO was also monitoring Libyan airspace before Libya was attacked. [26] In the frankest of terms Secretary-General Anders Fogh Rasmussen, the Obama Administration, 10 Downing Street, and the E.U. were misleading the public. It is also worth noting that Anders Fogh Rasmussen was selected to be the secretary-general of NATO as a reward for his support as Danish prime minister for the wars in Afghanistan and Iraq.
Why has Operation Odyssey Dawn been Handed to NATO?
NATO is an undemocratic body and is not answerable to any constituency of voters. It is through NATO and international organizations that the voting public is being bypassed. The command of the war against Libya has deliberately been reassigned from the Pentagon to NATO as a clever means to bypass public scrutiny and accountability by the U.S. government and all other governments involved in this war.

Moreover, it is a U.S. flag officer that holds the post of Supreme Allied Commander Europe. U.S. Admiral James G. Stravridis is the supreme commander of NATO military operations. Admiral Stravridis does not need to have the approval of anyone in NATO for many of the combat decisions he makes. As a matter of public record, this was deliberately clarified by Senator Joseph Lieberman and Admiral Stravridis at the U.S. Senate Armed Services Committee hearing where Libya and U.S. military operations in Europe were discussed. [30] It should also be noted, while Admiral Stravridis can operationally work independently from the oversight of the rest of NATO’s members, he is totally subordinate to the Obama Administration and the Pentagon.
Turkey: A Trojan Horse?
Ankara has been portrayed as siding with the Libyan regime. In reality Ankara supports the Transitional Council and the NATO war against Libya. It has been claimed that Turkey has been advising Colonel Qaddafi and his regime, but this is misleading. Ankara has been playing the role of a negotiator and go-between, but it is not impartial.
Turkey is administering or running the airport in Benghazi from which the U.S., British, French, NATO, and Qatar have given covert and illegal combat support assistance to the Transitional Council. [31] It was actually NATO that assigned Ankara the airport authority role via a NATO agreement with the Transitional Council. [32] Moreover, one of NATO’s operational headquarters for the war against Libya is located in Turkey and Ankara’s naval forces are participating in the naval operations and embargo against Libya. Turkey is also a de facto combatant through its combat support role in the war.

In this regards Turkey could be seen as working as a Trojan horse that is integrating these players into the imperial network of Washington’s empire. Turkey’s role in Syria, Lebanon, and Gaza also appear to be part of a coordinated effort to cut them off from Iran.
Arming the Rebels: The Coalition in Breach of U.N. Resolutions and the ATT
The U.S. and its allies have breached international law and U.N. Resolutions 1970 and 1973 by sending weapons to the Transitional Council. U.N. Resolution 1970 specifically states that no weapons are to be shipped into Libya. Qatar’s Prime Minister Al-Thani even said that the rebels will be armed at the start of the conflict. [34] Prime Minister Al-Thani did not make these statements in isolation; he made these statements during the London Conference on Libya and in conjunction with his meetings with the U.S., the E.U., and NATO.

The Arms Trade Treaty (ATT) also prohibits arming the rebels, because they are not the legal government of Libya. The governments arming the rebels have tried to circumvent this legality by recognizing the Transitional Council as the legal government of Libya. [42]
The U.S. Government Redefines International Law and Reality to Justify its Crimes
The U.S. government is the party that has paved the way for arming the Transitional Council and unquestionably breaching U.N. Security Council Resolution 1970 and the ATT. The directive to arm the Transitional Council with weapons was passed down from Hillary Clinton to all the officials gathered at the London Conference on Libya. [43] Had it all not been an act, this would have constituted a radical change for a U.S. official who earlier was maintaining that U.S. and foreign intervention would be counter-productive. [44] Hillary Clinton has sought to justify arming the Libyan rebels through a creative interpretation of U.N. The Arab Role in Arming the Transitional Council
At the same time that Hillary Clinton was telling the international community that it was okay to breach the U.N. resolutions, the Pentagon was coordinating a breach of the Libyan arms embargo by giving the green light to the Egyptian military junta to arm the Transitional Council. [48] There were also reports of that Egypt was supplying arms to the rebels:

More Double-Standards: Who is Sending Mercenaries into Libya?
London has put forward a plan for the Arab dictatorships, specifically the U.A.E. and Qatar, to send military units and military trainers into Benghazi and Libya. [53] Jordan, which has also been involved in the war on Libya and in the oppression of Bahrainis, will in all likelihood be involved. [54]

Yet, before the British government even put forward such a plan there were reports that London, alongside Qatar, Egypt, Saudi Arabia, and the U.S., was arming the Transitional Council’s fighters against the Libyan military. Phase Two of Operation Libya: Direct Ground Intervention?
The role of NATO and the military coalition against Libya is not limited to the air and the sea. During a U.S. Senate Armed Services Committee hearing, Admiral Stravridis was obliged by Senator John McCain into acknowledging that NATO forces would eventually move into Tripoli. [58] Oana Lungescu, the spokeswoman for NATO, has denied that NATO plans on sending boots on the ground to Libya, but this stands in stark contradiction to operational command statements.
McCain has repeatedly demanded that Libya’s neighbours and NATO fund the war against Libya too. [59] Alongside Senator Lieberman, McCain had repeatedly called for the arming of the Benghazi-based forces from the start of the conflict. Both McCain and Lieberman started making these demands and calling for a no-fly zone while visiting Israel and consulting with Israeli leaders. [60] Both want a invasion of Libya.
A foreign military presence of some form is in the cards. It will not be like the previous NATO military occupations. While President Obama has stated that no U.S. combat troops will land in Libya, the U.S. Armed Services Committee and Admiral Stravridis have clarified that NATO is considering sending soldiers into Libya as part of a “stabilization regime.” [61]
In other words, an international force will be sent for so-called “peacekeeping” or “stabilization” missions similar to those in the former Yugoslavia and Afghanistan. This is another shape and name for occupation. The Pentagon and NATO are now looking at methods to publicly side-step the U.N. in order to invade Libya.
Both Cairo and Tunis are slated to play a role in a NATO-sponsored ground invasion. In early-March 2011, Hillary Clinton held consultations in Tunisia and Egypt with the Libyan opposition and the governments in Egypt and Tunisia. [62] She was actually coordinating for the war on Libya with Tunisia and Egypt.
Both the governments in Tunisia and Egypt are continuations of the old regimes in those countries.
No authentic democratization process has taken place. The “counter-revolutionary” regimes have opened Tunisia and Egypt to further U.S. and E.U. economic control under so-called “democratic reforms” and new “foreign investment.” [63] With the launch of the war, Tunis would openly give its support for the war while the Egyptian military junta would provide covert support. It was susequently revealed in London that there were plans to sent British ground forces to the Libyan border with Tunisia. [64] The British government was to justify this under the pretext of helping refugees fleeing Libya. [65]
A foreign troop presence, specifically under the E.U. and NATO, would be geared towards dividing Libya into a loosely-knit protectorate or trusteeships. This would probably take shape under two separate administrations respectively based in Tripoli and Benghazi. If the occupation were to occur it would also be agreed upon by at least one or both of the governments of a divided Libya with capitals respectively in Tripoli and Benghazi.
The Justifications for War have Morphed: Deception of Mission Creep
President Obama and his allies initially said that the war was not about regime change, but they have backtracked.
While Obama was still denying that any regime change would take place, Senator McCain contradicted him and said: “Let’s be honest with ourselves and the American people. Our objective in Libya is regime change, whether the [Obama] Administration wants to call it that or not.” [66] Similarly in Canada, Prime Minister Steven Harper and his defence minister confirmed that regime change was an objective. [67]
All the hallmarks of deceit are present. The unstated goals in Libya have always been the same, but like in Iraq the goals stated publicly have changed. Obama, President Sarkozy, and Prime Minister Cameron have now admitted in a joint letter that the mission in Libya is not over until Qaddafi is removed. [68] This means regime change. It can also be part of a strategy to get Qaddafi to agree to the partition Libya to save himself and his regime.
Moving forward, Senator John McCain and Admiral Stravridis have stated that a strategic stalemate between Qaddafi and the Transitional Council in Libya is unacceptable for Washington or to the interests of the U.S. while also ironically and unwittingly mentioning that no-fly zones and U.N. sanctions “don’t succeed.” [69] If the no-fly zones and U.N. sanctions do not work in protecting civilians, then why were they imposed on Libya in the first place? The no-fly zones and sanctions imposed on Libya are not intended to protect civilians or to stop the internal fighting, but are intended for weakening the defences of Libya.
The no-fly zones cover the whole of Libya and not exclusively the areas controlled by the Transitional Council. If the rationale of the no-fly zones was to protect civilians, the no-fly zones would have been applied to the area around Benghazi and not to Tripoli and the western portion of Libya. What this means is that the White House and the E.U. have been using the no-fly zones as a pretext for waging a war of military aggression against Libya. As President Obama stated in a televised address on March 28, 2011, the U.S. is helping the Benghazi-based Transitional Council, because it is in the interest of the U.S. government. [70]
Regime change rather than protecting civilians is a stated goal of the war. The U.S. and the E.U. originally denied this, but with time have ratcheted up the talk about regime change while simultaneously racketing down denials about regime change in Tripoli. Obama has also declared this objective: “[T]here is no question that Libya – and the world – would be better off with Qaddafi out of power. I, along with many other world leaders, have embraced that goal, and will actively pursue it through non-military means.” [71]
More Deception: NATO and European Union Peacekeeping
The European Union has also made the preparations for deploying an E.U. military force to Libya called EUFOR Libya. [72] The German government has been a major, but subtle, backer of this. [73] This is being presented under the guise of a peacekeeping mission in Libya. This is essentially the same thing as using NATO peacekeepers, but under a different name.
NATO is moving into fill the so-called “post-conflict” voids in places that the Pentagon and its cohorts wage war. This has happened from the former Yugoslavia to Afghanistan and Lebanon. It is a new strategy of modern-day colonization.
The use of NATO can happen formally or informally. In Lebanon, NATO wanted to send troops, but when alarm bells began to ring amongst the Lebanese and Arab peoples the name of NATO was formally removed. Instead NATO members did send their troops to Lebanon, but not under the name of NATO. The operation became informal.
The role of NATO in Lebanon was not drawn in the spirit of peacekeeping. In fact, General Alain Pellegrini the former military commander of the United Nations Interim Force in Lebanon (UNIFIL) in an interview with the Lebanese newspaper As-Safir confirmed that the Pentagon had planned to launch a NATO invasion of Lebanon to help Israel and to use NATO in occupying Lebanon in 2006.
The Pentagon and NATO are Prolonging the War to Deepen their Roles
Over a month after his claims about Qaddafi’s attempts to use chemical weapons on civilians, General Abdul Fatah Al-Yunis also said that NATO has been slow to act in support of the Benghazi-based Transitional Council. His previous statement about chemical weapons aimed at bolstering support for foreign military intervention is an outright lie. His latest statement, however, could either be a coordinated propaganda effort aimed at shoring up demands for more NATO military intervention or a genuine sign that NATO has deliberately been using measured responses to get the Transitional Council to become more dependent on foreign support and to prolong the internal fighting in Libya. [74] It may be both.
Al Jazeera had these statements to report about his press conference:
“Unfortunately, and I am sorry to say this, NATO has disappointed us. My staff have been in contact with NATO officials to direct them to targets that should protect civilians, but until now, NATO has not given us what we need,” he said.

“Civilians are dying daily because of lack of food or milk, even children are dying. Even by bombing. If NATO waits for another week, it will be a crime that NATO will have to carry. What is NATO doing? It is shelling some defined areas only,” he said.
“When a large force of tanks, and even artillery, is on its way to Benghazi, Ajdabiya or Brega, we always inform NATO straight away. Because we don’t have such weapons. NATO’s reaction is very slow. By the time the information reaches from one official to another until it reaches the field commander, it takes hours. [sic.]
“Will these forces wait for hours to bomb? No, they will go into the city and burn it down. That is why I want NATO to stand with us and support us, otherwise I will ask the [opposition] National Council to address this issue at the UN Security Council.” [75]
General Al-Yunis also stated: “If NATO wanted to remove the siege on Misurata, they would have done so days ago [during their attacks on the Libyan military.]” [76] In this regard, Al-Yunis is corrected. The U.S. and NATO are deliberately prolonging the war and for the time being are trying to keep a strategic stalemate in Libya as part of their effort to control the entire country. This has been part of their longstanding plans to weaken Libya either through partition or soft balkanization under a new federal system.

From the outset, the conflict in North Africa was intended to lead into an all out NATO war. The Pentagon and NATO are not only arming the Transitional Council in violation of international law, they also had forces on the ground from the start.

Foreign Forces Were on the Ground in Libya prior to any type of U.N. Approval
U.N. Security Council Resolution 1973 only passed, because Moscow and Beijing abstained. This was a tactical move meant to limit the war. If the resolution had been vetoed by Russia and China, in all likelihood, the U.S., Britain, France, Italy (and the Western European members of NATO) would have resorted to “other means,” including an outright invasion. What these reports confirm is that there was a foreign military and intelligence presence in Libya before any U.N. mandate for a no-fly zone was granted. In this regard, the governments involved were in blatant violation of international law.
Another Case of Double-Standards: Yesterday’s Terrorists are Today’s Allies
Foreign intervention also consisted in embedding U.S., British and Saudi “intelligence assets” inside Libya. The latter consisted of Islamic para-militaries from Afghanistan and other conflict zones, which were dispatched to Libya. These intelligence assets are what the U.S. and its allies would themselves define as “terrorist elements.” This is utter hypocrisy.

The Libyan Islamic Fighting Group (LIFG) has been one of the components of the Transitional Council forces. According to a study authored at the Pentagon’s West Point, the area around Benghazi and Darnah in Barqa is the place known for supplying the second largest group of foreign fighters into Iraq; these fighters are tied to the LIFG, which is currently allied to the U.S. and NATO. [21]
NATO wanted a War in North Africa from the Start
The New York Times (February 28, 2011) asserted that the French government was opposed to military action and that NATO would “not” be used against the Libyans. [22] This was really an act of brinkmanship intended to pave the way towards a broader war in North Africa. Steven Erlanger analyses the bogus French position as follows:

NATO was also monitoring Libyan airspace before Libya was attacked. [26] In the frankest of terms Secretary-General Anders Fogh Rasmussen, the Obama Administration, 10 Downing Street, and the E.U. were misleading the public. It is also worth noting that Anders Fogh Rasmussen was selected to be the secretary-general of NATO as a reward for his support as Danish prime minister for the wars in Afghanistan and Iraq.
Why has Operation Odyssey Dawn been Handed to NATO?
NATO is an undemocratic body and is not answerable to any constituency of voters. It is through NATO and international organizations that the voting public is being bypassed. The command of the war against Libya has deliberately been reassigned from the Pentagon to NATO as a clever means to bypass public scrutiny and accountability by the U.S. government and all other governments involved in this war.

Moreover, it is a U.S. flag officer that holds the post of Supreme Allied Commander Europe. U.S. Admiral James G. Stravridis is the supreme commander of NATO military operations. Admiral Stravridis does not need to have the approval of anyone in NATO for many of the combat decisions he makes. As a matter of public record, this was deliberately clarified by Senator Joseph Lieberman and Admiral Stravridis at the U.S. Senate Armed Services Committee hearing where Libya and U.S. military operations in Europe were discussed. [30] It should also be noted, while Admiral Stravridis can operationally work independently from the oversight of the rest of NATO’s members, he is totally subordinate to the Obama Administration and the Pentagon.
Turkey: A Trojan Horse?
Ankara has been portrayed as siding with the Libyan regime. In reality Ankara supports the Transitional Council and the NATO war against Libya. It has been claimed that Turkey has been advising Colonel Qaddafi and his regime, but this is misleading. Ankara has been playing the role of a negotiator and go-between, but it is not impartial.
Turkey is administering or running the airport in Benghazi from which the U.S., British, French, NATO, and Qatar have given covert and illegal combat support assistance to the Transitional Council. [31] It was actually NATO that assigned Ankara the airport authority role via a NATO agreement with the Transitional Council. [32] Moreover, one of NATO’s operational headquarters for the war against Libya is located in Turkey and Ankara’s naval forces are participating in the naval operations and embargo against Libya. Turkey is also a de facto combatant through its combat support role in the war.

In this regards Turkey could be seen as working as a Trojan horse that is integrating these players into the imperial network of Washington’s empire. Turkey’s role in Syria, Lebanon, and Gaza also appear to be part of a coordinated effort to cut them off from Iran.
Arming the Rebels: The Coalition in Breach of U.N. Resolutions and the ATT
The U.S. and its allies have breached international law and U.N. Resolutions 1970 and 1973 by sending weapons to the Transitional Council. U.N. Resolution 1970 specifically states that no weapons are to be shipped into Libya. Qatar’s Prime Minister Al-Thani even said that the rebels will be armed at the start of the conflict. [34] Prime Minister Al-Thani did not make these statements in isolation; he made these statements during the London Conference on Libya and in conjunction with his meetings with the U.S., the E.U., and NATO.

The Arms Trade Treaty (ATT) also prohibits arming the rebels, because they are not the legal government of Libya. The governments arming the rebels have tried to circumvent this legality by recognizing the Transitional Council as the legal government of Libya. [42]
The U.S. Government Redefines International Law and Reality to Justify its Crimes
The U.S. government is the party that has paved the way for arming the Transitional Council and unquestionably breaching U.N. Security Council Resolution 1970 and the ATT. The directive to arm the Transitional Council with weapons was passed down from Hillary Clinton to all the officials gathered at the London Conference on Libya. [43] Had it all not been an act, this would have constituted a radical change for a U.S. official who earlier was maintaining that U.S. and foreign intervention would be counter-productive. [44] Hillary Clinton has sought to justify arming the Libyan rebels through a creative interpretation of U.N. IS FASCISM APPROACHING AMERICA?

1. THE RULE OF FAIR COMPETITION IN ELECTION IS BEING SUPPRESSED
The uses of State power to achieve electoral goals by a President seeking reelection is illegal in most advanced democracies and at world level, it is also anti-democratic and non-ethical at all. Obama is doing so when using war-mongerism in the case of bin Laden. War-mongerism is typical of fascistic or nazi-regimes. Its main feature is the appeals to Patriotism with flags and images of the Leader with soldiers everywhere.
The uses of war mongerism for electoral purposes is a way of rigging elections when used by a President in power to get re-elected. It makes the whole competition for power totally unfair. With the free TV & free campaign Obama is not departing from the same line in this electoral competition. In a sport competition he would have been disqualified. In a fair political competition that is illegal.
I wonder if the same will happens if Gaddafi is killed in Libya. Will Obama be happy to come to power on the shoulder of the soldiers this time?. Is that good for the future of democracy in the US?
The uses of this electoral strategy is a perfect cover up & smoke screen for the issue “humanitarian interventions abroad”. Everybody knows that current wars are draining our economy, most people want peace and the “bringing our troops home” . This hopes will be postpone forever. Regarding democracy and the ethics of human rights, since this regime did not care for those values at international level, a key question remains: how many American life of young soldiers has to be sacrificed to please the voracity of less than ten big corporations that profit from wars abroad?.
Obama electoral strategy has nothing to do with the core American value: “peace and peaceful resolution of political conflicts”. If he sincerely planned to re-unite the nation, this aim can be accomplished much better by fostering the value of peace, not war-mongerism. Obama’s luck of imagination to design a peace-plan to re-unite the nation reveals his failure as national leader.
Obama just started a new era of anti-democratic dictatorship of the big corporations, the Orwellian era, or the era of neo-fascism in America, as some scholars say below. America has not control of the world economics and politics, this explains the emphasis on tech-military control abroad and the planning of more wars for the near future. On top, we have a greater foreign debt and the risk of losing the dollar as major trade and bank reserve currency at world level. At domestic level the economic volatility indicates that the recession is not over and it could recur. So, this regime failed to provide the basis for economic, political and social instability and the chances of violent disrupts are greater than before.

Dr. Lawrence Britt in "Fascism Anyone?," Free Inquiry, Spring 2003 defined the ten major features of fascism:
1. Extreme nationalism: control of people through fear and invented foreign enemies
2. Disdain for the recognition of human rights
3. Identification of enemies/scapegoats as a unifying cause
4. Supremacy of the military: Soldiers and military service are rhetorically glamorized
5. Rigging elections with extreme patriotism or war mongerism
6. Control over mass media, internet and Covert Censorship.
7. Obsession with national security
8. Religion and government are intertwined
9. Corporate power is protected
10. Labor rights and unions power are suppressed

Internet censorship is not covert, is open now. In a globalized tech-environment every country share information beyond borders, not here in the US. All those who are fed up with everyday cacophony “news-debates” in the corporate media are forced to search for alternative means of information and by doing so we are bombarded with viruses. We have to buy spy-hunter and then use the latest Norton antivirus with “power eraser” to rid of viruses and get a real sense of what is going on around the world (rt.com, www.xinhuanet.com, http://futurefastforward.com/malaysia-updates, jornada.unam.mx, etc). It is a shame its happens in the US.
Now Mozilla Firefox is placing a band in the computer of many American with Latino background to prevent the opening of those websites. They place a tiny read square with a circle in the middle in my computer too and when I tried to open FFF appear this text: “Reported Attack Site! . This web site at futurefastforward.com (FFF) has been reported as an attack site and has been blocked based on your security preferences. Attack sites try to install programs that steal private information, use your computer to attack others, or damage your system. Some attack sites intentionally distribute harmful software, but many are compromised without the knowledge or permission of their owners”.
1. “Attack Site”?. The real attack is coming from google-Mozilla-firefox. The excuse for censorship is ridicule since FFF did not prohibit the dissemination of their news. They instead want you to read it and thank you for doing so. I made a mistake to open Mozilla firefox to open FFF and open Must-watch video OBAMA GETS OSAMA where an Argentinian journalist summarized the lies about the death of Osama Bin Laden. I gathered it from Internet explorer & even if US censors control this tool as well, it will be easy to gather it from other sources in Latin America (either argentina, Venezuela, Bolivia, Ecuador, etc or China Xinhuanet.com or from rt.com). The freedom of information is the best thing from globalism.
2. “Blocked based on your security preferences”?. My preferences are according to Law. International Covenant on Civil and Political Rights and The American Convention on Human Rights state that not even during war-time the freedom of thought, conscience and information can never be suspended. It is simply illegal to do so, as it is illegal to deny the right to nationality and to participation in government affairs to any American citizen, even if not born here but naturalized American. That was my case.
4. 21st century fascism in the United States, by William Robinson
There are some key features of a 21st century fascism I identify here:
1. The fusion of transnational capital with reactionary political power
This fusion had been developing during the Bush years and would likely have deepened under a McCain-Palin White House. In the meantime, such neofascist movements as the Tea Party as well as neo-fascist legislation such as Arizona's anti-immigrant law, SB1070, have been broadly financed by corporate capital. Three sectors of transnational capital in particular stand out as prone to seek fascist political arrangements to facilitate accumulation: speculative financial capital, the military-industrial-security complex, and the extractive and energy (particularly petroleum) sector.
2. Militarisation and extreme masculinization
As militarised accumulation has intensified the Pentagon budget, increasing 91 per cent in real terms in the past 12 years, the top military brass has become increasingly politicised and involved in policy making.
3. A scapegoat which serves to displace and redirect social tensions and
Contradictions
In this case, immigrants and Muslims in particular. The Southern Poverty Law Centre recently reported that "three strands of the radical right - hate groups, nativist extremist groups, and patriot organisations - increased from 1,753 groups in 2009 to 2,145 in 2010, a 22 per cent rise, that followed a 2008-9 increase of 40 per cent."
A 2010 Department of Homeland Security report observed that "right wing extremists may be gaining new recruits by playing on the fears about several emergency issues. The economic downturn and the election of the first African American president present unique drivers for right wing radicalization and recruitment." The report concluded: "Over the past five years, various
right wing extremists, including militia and white supremacists, have adopted the immigration issue as a call to action, rallying point, and recruitment tool."
4. A mass social base
In this case, such a social base is being organised among sectors of the white working class that historically enjoyed racial caste privilege and that have been experiencing displacement and experiencing rapid downward mobility as neo-liberalism comes to the US - while they are losing the security and stability they enjoyed in the previous Fordist-Keynesian epoch of national
capitalism.
5. A fanatical millennial ideology involving race/culture supremacy embracing an idealised and mythical past, and a racist mobilisation against scapegoats
The ideology of 21st century fascism often rests on irrationality - a promise to deliver security and restore stability is emotive, not rational. 21st century fascism is a project that does not - and need not - distinguish between the truth and the lie.
6. A charismatic leadership
Such a leadership has so far been largely missing in the United States, although figures such as Sarah Palin and Glenn Beck appear as archetypes.
The mortal circuit of accumulation-exploitation-exclusion
One new structural dimension of 21st century global capitalism is the dramatic expansion of the global superfluous population - that portion marginalised and locked out of productive participation in the capitalist economy and constituting some 1/3rd of humanity. The need to assure the social control of this mass of humanity living in a planet of slums gives a powerful impetus to neo-fascist projects and facilitates the transition from social welfare to social control - otherwise known as "police states". This system becomes ever more violent.
Theoretically stated - under the conditions of capitalist globalisation - the state's contradictory functions of accumulation and legitimation cannot both be met. The economic crisis intensifies the problem of legitimation for dominant groups so that accumulation crises, such as the present one, generate social conflicts and appear as spiralling political crises. In essence, the state's ability to function as a "factor of cohesion" within the social order breaks down to the extent that capitalist globalisation and the logic of accumulation or commodification penetrates every aspect of life, so that "cohesion" requires more and more social control.
Displacement and exclusion has accelerated since 2008. The system has abandoned broad sectors of humanity, who are caught in a deadly circuit of accumulation-exploitation-exclusion. The system does not even attempt to incorporate this surplus population, but rather tries to isolate and neutralise its real or potential rebellion, criminalizing the poor and the dispossessed, with tendencies towards genocide in some cases.
As the state abandons efforts to secure legitimacy among broad swathes of the population that have been relegated to surplus - or super-exploited - labour, it resorts to a host of mechanisms of coercive exclusion: mass incarceration and prisonindustrial complexes, pervasive policing, manipulation of space in new ways, highly repressive anti-immigrant legislation, and ideological campaigns aimed at seduction and passivity through petty consumption and fantasy.
A 21st fascism would not look like 20th century fascism. Among other things, the ability of dominant groups to control and manipulate space and to exercise an unprecedented control over the mass media, the means of communication and the production of symbolic images and messages, means that repression can be more selective (as we see in Mexico or Colombia, for example), and also organized juridically so that mass "legal" incarceration takes the place of concentration camps. Moreover, the ability of economic power to determine electoral outcomes
allows for 21st century fascism to emerge without a necessary rupture in electoral cycles and a constitutional order.
The United States cannot be characterised at this time as fascist. Nonetheless, all of the conditions and the processes are present and percolating, and the social and political forces behind such a project are mobilising rapidly. More generally, images in recent years of what such a political project would involve spanned the Israeli invasion of Gaza and ethnic cleansing of the Palestinians, to the scapegoating and criminalisation of immigrant workers and the Tea Party movement in the United States, genocide in the Congo, the US/United Nations occupation of Haiti, the spread of neo-Nazis and skinheads in Europe, and the intensified Indian repression in occupied Kashmir.
The counterweight to 21st century fascism must be a coordinated fight-back by the global working class. The only real solution to the crisis of global capitalism is a massive redistribution of wealth and power - downward towards the poor majority of humanity. And the only way such redistribution can come about is through mass transnational struggle from below.
