If you read the full article you will notice that Sen Scott doesn’t know nothing about Socialism. The basic concept is this: 

(a) S is a post-capitalist system (no QEs & bailout for billonaires from big Corp that creates current explosive inequality).

 (b)  It is based  on social property of means of production (land riches like oil & mineral & water + other give by nature). 

(c) Means of produc also include machines used in the process of production plus buildings & trains & other transport means.

 (d)  all these means of production pass TO STATE CONTROL AND TO COOPS created by New Democracy (no fraudulent democ financed by billonaires to serve their own interest). This socialization of means of production is the end of labor explotacion of workers in the cities & farms. 

(e ) The basic social force of socialism are workers in factories and peasants in farms plus middle classes with individual small capital and labor asociations. 

(f)  El socialism tiene una etica con dos principios basicos: 

1- Defense of Public Interest (best health & education for all , plus hausing & protection of women’ nursery for children & family unity) This defense of PUBLIC INTEREST is totally opouse to  PRIVATE GREED moral in capitalit systems. 

2- The second ético-moral principle of socialists is the humane solidarity with oppresed social classes and with State-Nations abused by fascistic imperial terrorism. (Case of Venezuela & Afghanistan in current days)
