ANNAN SIX POINTS PAVE THE ROAD FOR US-NATO WAR.
WHAT HAS TO BE DONE IS WE WANT PEACE IN SYRIA & IRAN

I divided the UN Presidential Statement on THE JOINT SPECIAL ENVOY (JSE) in two parts: the introductory part and the six points. There is nothing of importance in the first part, with the exception of #1 below (“UN commitment to the sovereignty, independence, unity, and territorial integrity of Syria and the purpose and principles of the UN charter”). That point is important because it is exactly that has being denied by the six points of the 2nd part.

In the 2nd part, the six points proposal contains nothing more that the prelims for the US-NATO military intervention in Syria as it happens before in Lybia. The last meeting of the enemies of Syria in Istanbul -last Sunday- confirmed such intention of war: the US, Britain, France and Germany plus the Saudis and emirates are going to arm the mercenaries with millions of dollars. Meanwhile the JSE lead by Kofi Annan will create a report saying that Assad regimen has committed genocide, war crimes, ethnic cleansing and Crimes against humanity.

When this happens, NATO allies will apply the UN Res 1674 to proceed with the military intervention. This resolution of 2006 was inspired by the US neo-cons and signed by its puppet Kofi Annan. It was never approved by the UN Assembly, only by the SC + ten NATO allies. This is the reason why NATO has called Kofi Annan to lead this missioners of war in Syria.

Whoever read these six points in the 2nd part of the doct below will notice:

a. the similarity of the US-NATO war-diplomacy used before the attack and destruction of Iraq and Libya.

b. the intention of siding the international public opinion against Assad regimen -who is already being blamed as the only author of violence and HR violations in Syria by the corporate media- and then it will be confirmed by the report signed by Kofi Annan.

c. So far nothing is said in the six points about the mercenaries armed by the Saudis and trained for the US, France and Britain, some of them already captured by the Syrian army. The plan is to liberate them and used as evidence of crimes of war and other manufactured evidences.

WHAT HAS TO BE DONE SOON

If one check the four purposes of the Envoy lead by Kofi Annan (see below) we can conclude that the Annan mission is already a failure.

First
, because since his arrival to Syria Annan did not bring peace, but more violence and instability in the region.

Second, because Annan said nothing on the enemies of Syria that openly claimed to arm more mercenaries with millions of dollars in their last meeting in Istanbul (last Sunday). Is this the kind of Kufi “dialogue with the whole spectrum of the Syrian opposition”?. Why this open complicity with the mercenaries? The answer is that Kofi Annan is not interested in peace but in the regimen change via brutal bombing of Syria. This is why this person is now being converted into hero by the mass-media in the West, so later on nobody will discuss his “findings”.

Third, the securing of humanitarian access should not be done by any member of NATO allies nor the Arab League, there are many countries like India or Brazil that can do this job. Otherwise, the access will be not humanitarian help but more military intervention, violence and war crimes in Syria.

Fourth, regarding the transition to democracy, the UN and NATO allies must be committed to full respect of sovereignty, independence, unity, and territorial integrity of Syria. We should be ashamed of exporting this product abroad.

Fifth , to assure the impartiality of the Joint Special Envoy to Syria their composition should be changed, and only members of neutral states should be accepted.

Sixth, If Kofi Annan does not make a clear statement against the intentions of war by NATO allies to arm the rebels; and, if Annan does not recognize the elected government of Syria and instead legitimize the one from the so called Friends of Syria, then he is not neutral and Kofi Annan should not be recognized as leader of the Joint Special Envoy nor as missioner of Peace in Syria.

[Considering]

1. bring immediate end to violence and HR violations,
2. secure humanitarian access
3. facilitate Syrian-led political transition to a democratic. Plural political system
4. commencing political dialogue between Syrian government and the whole spectrum of the Syrian opposition

THE SIX POINTS

To this aim, the SC support the initial six-point proposal submitted to the Syrian authorities as outlined by the Envoy to the SC on March 16, 2012, to:

1. commit to work with the Envoy in an inclusive Syrian-led political process to address the legitimate aspirations and concerns of the Syrian people, and, to this end, commit to appoint an empowered interlocutor when invited to do so by the Envoy;

2. commit to stop the fighting and achieve urgently an effective UN supervised cessation of armed violence in all its forms by all parties to protect civilian and stabilize the country.

To this end, the Syrian government should immediately cease troop movements towards, and end the use of heavy weapons in, populations centers, and begin pull back of military concentrations in and around populations centers.

As these actions are being taken on the ground, the Syrian government should work with the Envoy to bring about a sustained cessation of the armed violence in all its forms by all parties with an effective UN supervision mechanism.

Similar commitment would be sought by the Envoy from the opposition and all relevant elements to stop the fighting and work with him the bring about a sustained cessation of armed violence in all its forms by all parties with an effective UN supervision mechanism;

3. ensure timely provision of humanitarian assistance to all areas affected by the fighting, and to this end, as immediate steps, to accept and implement a daily two hours humanitarian pause and to coordinate exact time and modalities of the daily pause through an efficient mechanism, including at local level.

4. intensify the pace and scale of release of arbitrarily detained persons, including especially vulnerable categories of persons, and persons involved in peaceful political activities, provide without delay through appropriate channels a list of all places in which such persons are being detained, immediately begin organizing access to such locations and through appropriate channels respond promptly to all written requests for information, access or release regarding such persons;

5. ensure freedom of movement throughout the country for journalist and non-discriminatory visa policy for them;

6. respect freedom of association and the right to demonstrate peacefully as legally guaranteed.

The SC calls upon the Syrian government and opposition to work in good faith with the Envoy towards a peaceful settlement of the Syrian crisis and to implement fully and immediately his initial six-point proposal.

The SC requests the Envoy to update the Council regularly and in a timely manner on the progress of his mission. In the light of these reports, the SC will consider further steps as appropriate.
