BEIJING, March 27 (Xinhua) -- The ongoing West-led "Odyssey Dawn" military operation against Libya, which was launched on March 19, apparently is adding fuel to the fire of the Libyan crisis instead of bringing the light of "dawn" to the North African country.

The operation, dominated by Western powers including France, Britain, the United States and Italy, has caused huge civilian casualties, building and infrastructure damage and hundreds of thousands of refugees. It has escalated the Libyan conflict, which started in mid-February.

It apparently has overstepped the authorization of the UN resolution on Libya adopted on March 17, raised questions and triggered disturbance in the region and around the world at large.

The resolution imposed a no-fly zone over Libya, but the West-led air strikes went far beyond the limit as they vehemently hit the Libyan army's tanks, artillery and rocket projectiles.

As early as last Sunday, Secretary-General of the Arab League Amr Moussa said, "What is happening in Libya differs from the aim of imposing a no-fly zone."

Meanwhile, the operation was initiated under the pretext of "humanitarian" assistance and protecting Libyan civilians, but the results, ironically, turned out to be more civilian deaths and a deteriorating humanitarian crisis.

Libyan authorities said over 100 civilians had been killed by the air strikes, and the UN Refugee Agency said over 350,000 Libyan refugees had fled the country up to Wednesday.

On Wednesday, Russian Prime Minister Vladimir Putin flatly questioned the operation: "What do we see today? Strikes are being carried out across the entire territory of the country. How can you, with the aim of protecting the peaceful population, choose means that lead to an increase of deaths among the civilian population?"

The operation may prolong volatility and insurgency in Libya, which might spill over to neighboring countries.

The Intergovernmental Authority on Development in Eastern Africa recently said, "Our fear is that what is happening now in Libya may motivate terrorist groups in Somalia, Afghanistan and Iraq to regroup on the African soil."

In Homer's glorious ancient Greek epic poem "The Odyssey," the Greek hero Odysseus, after the fall of the Troy city, finally managed to return home and accomplished his long-cherished dream after a 10-year arduous trek.

However, the West-led Odyssey Dawn operation is complicating and worsening the situation in Libya and bringing about more sufferings to the Libyan people. The real "dawn" for the Libyan people, alleged as the operation's aim, apparently is still far, far away.

Professors at different Universities in the US are taking the initiative to indict Obama an related cabinet for war crimes and crimes against humanity before the UN ICC and International Courts in relation to the recent bombing of Libya. This initiative should be spread to most Universities in the world if we really think seriously on the risk of escalation of current wars in the Middle East into a nuclear confrontation. The UN need to stop the current war in Libya, and take strong stand on peace. The UNSC Res # 1973 has been violated in the most cynical and brutal way by the US-NATO allies in Libya. The fact that there is not recall for emergency UNSC meeting or the UN international Assembly to correct this dynamic, indicates that the UN has been captured by imperial powers of the West. The war against China and Russia is the next, said a top US commander in chief. The US-NATO has already set up all its military mighty to attack these countries and is sure that they will respond. If we do nothing to prevent the escalation of this war, there will not be tomorrow for the whole global society. The only way to stop current war and prevent its escalation is to call an emergency meeting of the UN and the indictment of the leaders of the world that are committing war crimes and crimes against humanity. According to the Geneva Convention of 1949 and other international Protocols signed by the US, the following war crimes and crimes against humanity have been committed in recent attacks on Libya:


1. MAKING USE OF POISONED or OTHERWISE FORBIDDEN ARMS or MUNITIONS. This refers to the uses of 140 missiles launched by the US on Libya that contains DU and other poison chemicals. Such act violates also international agreements on “just war” (Jus in Bello) and related its principles of proportionality (use of weapons vastly disproportional to any military aim to be achieved by using them. They do have lethal effects on the civilian population and their future healthy existence) , and the principle of discrimination (the right to life of noncombatants should be protected even in war-time according to European and American conventions on Human Rights and International Covenants on Civil and Political Rights).

2. FIRING ON LOCALITIES WHICH ARE UNDEFENDED and WITHOUT MILITARY SIGNIFICANCE. This refers to the bombing of the compound where civilian supporters of the regimen were having a meeting. More than a hundred civilian were assassinated in this attack. The same situation happens with the hospital and other public buildings.

3. PURPOSELESS DESTRUCTION. It is being reported that Libyan civilian infrastructure (electricity, water, sanitation equipment) have been already destroyed in Tripoli.

4. KILLING or WOUNDING MILITARY PERSONNEL WHO HAVE LAID DOWN ARMS, SURRENDERED, or ARE DISABLED BY WOUNDS or SIKNESS. The US-NATO allies knew that the Libyan army ceasefire immediately after the Res 1973 was approved by the UNSC. Libya demanded from the UN a committee to check that they deposed arms against the armed rebels. They were killed anyway by US-NATO allies.

5. KILLING or ATTACKING HARMLESS CIVILIANS. Most of the casualties in Libya are harmless civilians. The US-NATO knew that the life of civilian that they rhetorically said is going to respect will be violated by the indiscriminate air attacks and bombing, they anyway proceed with the "no-fly zone” strategy, without informing about the military operations and its effects. The request of the “no-fly zone” came from Arab League bureaucrats representing authoritarian regimes and royalties who are attacking their own civilian population. All they said is that the Gaddafi planes that fly to bomb the rebels in Libya will be destroyed and peace will be restored. Now, some members of the Arab League regret and are claiming that they were deceived and are demanding immediate stop of UN-NATO bombing.

6. BOMBARDMENT FROM THE AIR FOR THE EXCLUSIVE PURPOSE OF TERRORIZING or ATTACKING CIVILIAN POPULATION. This is now a fact and this terrorist attack on the civilian population reveal a deep xenophobic attitude in the part of the US-NATO allies. There is a hate crime and a crime against peace. Arab’s political organization from right to left are naming the current attack on Libya as attack on the Muslims and Arabs of the world. So, even if US-NATO allies kill Gaddafi, the war in Libya just started. This war contains a grave breach of the core of the UNSC resolution #1973: protect the civilian population and restore peace.

This war also violates international principles of “just war”: “Not proper authority” in the case of the US, France, Italy and other nations who did not consult and get the approval of their own senate. There is not “just cause”, the current bombing of the civilian population reveals that the so called “humanitarian intervention” and the defense of Human Rights was only the smoke screen to hide their real agenda: divide Libya and plunder their oil. There was not “right intent” , the US-NATO allies hide the fact that they planned to kill the Arab civilian population indiscriminately. And they neither design a “peaceful end” to this crisis. Libya is just one more business of war with not more than ten transnationals as main profiteers of this human catastrophe. Who will pay the consequences of this terrorist war?. First, the civilian population of Libya, and second the tax payers inside the US-NATO allies.

REGARDING THE QUESTIONS OF THE HOUSE SPEAKER JOHN BEHNER, BELOW:

1. The fact is that Obama administration signed a UNSC Res 1973 that contradict the “US political and Military strategy”, as noted by Behner. Once the US-NATO agreed with the UNSC Resolution they should have respect the Res 1973, abided by it and subordinate their political military agenda to the UN resolution. Otherwise their excuses for intervention in Libya would have been totally illegal, un-ethical and a mock to the international community. The other fact is that today the UN-NATO violated the UNSC Resolution and this has two menings:

A. the US signature on the UN Res 1973 carried not real intention to be respected. So, the official rhetoric on HR and expressed concerns about the life of the Libyan civilian population and the restoring of peace was a scam, a lie, an intentional deceit to the national and international community. In soft words, the US signature on the UN Res 1973 was a mean to an end, a charade to cover up hidden agendas.

B. the “US political and Military strategy" was either undestood wrongly by President Obama as "gaddafi removal from power” or intentionally misrepresented to cover up a hidden real end-objective of the US mission on Libya: oil and geo-politics. In both cases the intention to remove Gaddafi = kill him, has nothing to do with the UNSC 1973 Res. Such intention is just a mean for a hidden end. Obama lie to the nation when he said that “US political and Military strategy" is the removal of Gaddafi from power or its assesination, as other members of his Cabinet put it. Why Obama did not say the truth to the nation, that is the real main question of the House Speaker John Boehner.

The British counterpart was clear in this regard: they go over Libya to save the BP company, the UK main corporation, that invested billions of pounds in the Libyan oil industry and this is the chance to break with this "friend" plunder their resources. So they send their soldier to die for what they consider a “good cause”: defend the BP company.

C. What about the US?. Obama cannot say that our soldiers will die to save the nasty business of the US weapons manufacturers, the usual profiteers of war and also usual tax-evaders. Will Obama say that the other US end-objective is to take the big chunk of the oil-cake in Libya?. Will he say that this hidden end-objective means to take control of the main source of energy that feeds Europe?. Of course Germany disagrees on that and soon the others will disagree too. Will Obama say that in geo-political terms Libya is the key place to control other oil producers in the Arab region and that is the reason to kill Gaddafi?.

Saying so means that the US prefer to have alliance with the most retardatario and authoritarian rulers of the Arab League (Kaliphas and monarchies included) to whom the secular Gaddafi is the bad apple that subvert the region by investing oil profits in free education, health and human development. This picture is clear: a decadent empire siding with the most decadent rulers of the region (including Al Qaeda anti-Gaddafi rebels in Benghazi). Is there any consistency between this policy and the rhetoric on freedom, democracy and peace in the region?.

Obama double speaking was destined to fail: he lost credibility inside the US and now at international level (Brazil case). In the middle East: so far, members of the Arab League do not want the US intervention in Libya and some European countries are ready to reconsider the NATO alliance. For China and Russia this is the best chance to stop unilateralism and put an end to US bulling. If the US insist in attacking China and Russia (as publicly it was said) they will respond and the US cannot sustain one more war. The US have the big problem of financial insolvency and dollar sustainability.

For Gaddafi, all that he has to do is transfer political power to the decentralized regional Committee (including the opposition in Benghazi) while preserving the unity of the nation and reinventing the army and relations with the Arab League and European nations. If the war in Libya continues and the US lead the destruction of this nation, the ICC will put Obama and Mrs Clinton in trial for war crimes & crimes against humanity.

My preliminary comments are in braques

Here are the differences between George W. Bush’s invasion of Iraq in 2003 and the current United Nations action in Libya:

1. The action in Libya was authorized by the United Nations Security Council. That in Iraq was not. By the UN Charter, military action after 1945 should either come as self-defense or with UNSC authorization. Most countries in the world are signatories to the charter and bound by its provisions.

[[The original request placed before the UN by the Arab League focused on protecting civilian and achieving peace. The US-NATO allies de-emphasized those points by adding preambles to the original doct in order to match the interest of imperial powers on oil. This is the reason why the Arab Legue and Russia and China are now protesting or requesting to recall the UNSC Res 1973]]

2. The Libyan people had risen up and thrown off the Qaddafi regime, with some 80-90 percent of the country having gone out of his hands before he started having tank commanders fire shells into peaceful crowds. It was this vast majority of the Libyan people that demanded the UN no-fly zone. In 2002-3 there was no similar popular movement against Saddam Hussein.

[[Only the corporate media talks about such 80-90 of peaceful crows who demand the no-fly zone. The fact is that such vast majority of Libyans only exist in head of Juan Cole. There was no formal demand from such “vast majority” of the Lybian population signing the request for a UN no-fly zone. The other fact is that such “peaceful crowds” were well armed by British and other mercenaries when the whole round of Arab uprising started at the end of the last year. Eight of those oil rats were captured and send back to their country. Juan Cole lost credibility when assume that such “vast majority” had been informed about the meaning of “no-fly zone”. The request for “no-fly zone” came from the Arab League that according to George Galloway is a collection of corrupt bureaucrats serving Arab dictators and royalties in the region who are repressing the pacific demands of their own population. They see Gaddafi’s expenses on health and education as bad example in their region. Two of those bureaucrats have been recognized by the conservative regimen of Sarkozy as representers of the Lybian govermnent in exile.]]

3. There was an ongoing massacre of civilians, and the threat of more such massacres in Benghazi, by the Qaddafi regime, which precipitated the UNSC resolution. Although the Saddam Hussein regime had massacred people in the 1980s and early 1990s, nothing was going on in 2002-2003 that would have required international intervention.

[[The bombing of Benghazi by Gaddafi’s planes never took place, said the Russian army that had a satellite surveillance on the region and showed a videos in this regard. 4. The Arab League urged the UNSC to take action against the Qaddafi regime, and in many ways precipitated Resolution 1973. The Arab League met in 2002 and expressed opposition to a war on Iraq. (Reports of Arab League backtracking on Sunday were incorrect, based on a remark of outgoing Secretary-General Amr Moussa that criticized the taking out of anti-aircraft batteries. The Arab League reaffirmed Sunday and Moussa agreed Monday that the No-Fly Zone is what it wants).

5. None of the United Nations allies envisages landing troops on the ground, nor does the UNSC authorize it. Iraq was invaded by land forces.

[[The 1973 UN Res does not authorize the bombing of civilian compounds as it happens yesterday, neither the killing of Gaddafi family, nor any interference on the State sovereignty. The arming of the rebels has nothing to do with the preserving of peace, the destruction of the military army of Libya –even when they obey the ceasefire ordered by the UN Rest- has nothing to do with the real aims of the UN Res, this is just the first step in dividing the country and stilling the oil reserves of this nation. By destroying the army they try to prevent any self-defense from Libyan nationalists when the landing troops come in support of the mercenary rebels. So assuming that “None of the United Nations allies envisages landing troops” is the most stupid things that could occur to Juan Cole. The UN Res on “no-fly zone” authorizes to put down Gaddafi’s planes if they fly over rebel location without authorization from the UN committee in charge of implementing the Res, but it does not authorize a foreign military intervention to destroy Libyan army and much less to destroy civilian infrastructure. The preambule # 20 in this UN Res (I numbered) states clearly Reaffirming its strong commitment to the sovereignty, independence, territorial integrity and national unity of the Libyan Arab Jamahiriya”]]

6. No false allegations were made against the Qaddafi regime, of being in league with al-Qaeda or of having a nuclear weapons program. The charge is massacre of peaceful civilian demonstrators and an actual promise to commit more such massacres.

7. The United States did not take the lead role in urging a no-fly zone, and was dragged into this action by its Arab and European allies. President Obama pledges that the US role, mainly disabling anti-aircraft batteries and bombing runways, will last “days, not months” before being turned over to other United Nations allies.

The US lead is a fact; check what Obama said in Chile yesterday or the first speech to the nation about Libya. They contain explicit intentions that has nothing to do with the core of the UNSC Res 1973]].

8. There is no sectarian or ethnic dimension to the Libyan conflict, whereas the US Pentagon conspired with Shiite and Kurdish parties to overthrow the Sunni-dominated Baathist regime in Iraq, setting the stage for a prolonged and bitter civil war.

[[There are ethnic minorities in Benghazi, some of them very conservative, those who rise the flag of an old time royalty there. This explains in part the initial support from some of the members of the Arab League. There are also some Muslims sects sympathetic with Al Qaeda, this is why Gaddafi accuse all of the rebels of being members of Al Qaeda. It is not the first time that the US deal with them and that is not the case of the British mercenaries who were captured by these minorities and handed over to members of the Gaddafi army. Most of these minorities are nationalist that are not very sympathetic with foreigners.]

9. The US has not rewarded countries such as Norway for entering the conflict as UN allies, but rather a genuine sense of outrage at the brutal crimes against humanity being committed by Qaddafi and his forces impelled the formation of this coalition. The Bush administration’s ‘coalition of the willing’ in contrast was often brought on board by what were essentially bribes.

[[There is not such “genuine sense of outrage at the brutal crimes against humanity” in the paret of the US army. They are bombing civilians as usual and the official rhetoric can only be appealing to those who has a genuine sense of naiveness. This statement was the tipping point in all Cole argumentation if favor of US-NATO intervention in Libya. Frankly, I lost all credibility in Juan Cole.]]

10. Iraq in 2002-3 no longer posed a credible threat to its neighbors. A resurgent Qaddafi in Libya with petroleum billions at his disposal would likely attempt to undermine the democratic experiments in Tunisia and Egypt, blighting the lives of millions.

[[It is not Gaddafi, it is the military intervention with mercenaries from the UK, France and other investors in the Oil of Libya, which together with the US- CIA and NATO commands designed a plan to take advantage of the fever or turmoil among Arabians for democracy and freedom, those are the ones that pose a threat in the Arab region. They planned to foster their own subversion with the aim of dividing Libya and plundering its oil. A year before Gaddafi was avery close friend of this NATO allies, even Berlusconi invested in Libia as part of a secret agreement to take care of the radical Muslim in Benghazi and prevent their migration to Italy. Later the US-NATO control on Libya will allow them a key geo-political point in their advance to control China. It will also allow the US to control Egypt and other pro-democracy Arab rebellions. Cole is historian and I think he lost the sense of reality that political scientists do have. The fact is that Gaddafi did not “undermine the democratic experiments in Tunisia and Egypt”. The ones who do it are now the US-NATO allies. Their militarization of the social conflict in Libya will foster a military response in this area. Soon or later the democratic movement will be forced to take arms to achieve real democracy]].

Its mission is to sponsor peaceful resolution of conflicts, not to be involved in NATO war declaration, like the adoption of “no-fly zone” against Libya. The UN current leaders should renounce or be removed at the request of nation-members of the UN Assembly. It is not the first time that the UN took side against the Muslims and Arab nations and protect the war-crimes of the US and allies, especially the war aggression of Israel against Palestine and neighboring countries, countries that never abide to UN Resolutions. We need a strong UN in favor of peace, no a subsidiary of the White House, Pentagon and NATO. It is time for an emergency UN International Assembly or for the dissolution of the current one in favor of Regional International Human Rights Courts.

We urgently need for an International Arbitral Committee among neutral states (Germany, Russia, China, India, etc) for satellite-surveillance on warplanes from the US and the British deployment of Tornadoes and Typhoons (as announced by the Prime Minister David Cameron this morning) and other planes from US allies (Israel and Saudis) that threaten to bomb the Libyan population. This committee should help in the ceasefire, the arms embargo in both parts, Gaddafi army and the rebels, and the non-invasion of Libya by foreign armies, as agreed by the UN resolution. They should publish daily reports on this regard so as the international community can press for the setup of a Binding Arbitration and Adjudication Court to mediate the dispute settlement in favor of peace between the Libyan army and the rebels. This committee should also help in the setup of an International Tribunal like the Nuremberg in 1946, to indict those who violate the UN resolution and the rules of peace among nations.

The attack on Libya is based on the nasty political device known as “war on terrorism” created by the neo-nazis behind Bush Sr., after the 9/11 “inside job”, to plunder the oil of Muslim Arab countries. This device was used and it is now been re-used by Obama-Clinton to blame and blackmail usual “friends” among Muslim and Arab rulers (naked acts of piracy included). However, Obama in his double statement on March 18: [a.] “For decades, he [Gaddafi] has demonstrated a willingness to use brute force through his sponsorship of terrorism against the American people as well as others, and [b.] through the killings that he has carried out within his own borders”, part [a] is based on Bush Sr. lie that Gaddafi ordered the bombing of Pan Am in December of 1988 causing the death of 270 people. “Different investigation-committee failed to come out with evidence to incriminate anyone” said Linda Heard, and in the absense of real evidences the faked CIA evidences were took as true. http://www.globalresearch.ca/index.php?context=va&aid=23362).

In 1991 Libya was framed and UN sanctions which froze overseas Libyan bank accounts and prevented the import of spare parts needed for the country's oil industry, said Linda Heard. They had to pay $2.7 billion to victims? families ($10 million per family), if they want to import spare part for their oil industry. Libya paid on condition the pay-out would not be deemed as admission of guilt. In 2007 real evidences concluded that CIA planted tiny fragment of circuit board crucial in convicting a two Libyans for the 1988 mass murder of 270 people. One of them is already released and the other one is about too.

Some scientists who have worked with NASA have said that we can destroy buildings with new vibrational weapons, and Dr. Judy Wood, a former professor of mechanical engineering and a member of the Society for Experimental Mechanics (SEM), has written a book about this, (you can buy the book at that site). But, in addition, there have been reports that America has been testing atomic weapons under the ocean so that they cannot be seen, and it may be these atomic explosions that are affecting the tectonic plates that may have caused the earthquake and tsunami in Japan.

I admit I am not an expert, but after hearing these men talk in a joint conversation recently in Princeton, New Jersey, I have been awakened to things that amazed and astounded me. I am not a "conspiracy theorist," but when people who are knowledgeable about the power of our weaponry speak, I listen and learn.

One well might ask -- "Was this on purpose, or was this an accident?" I admit, I'm not sure. However, if you wish to look at the economics of the situation, it appears as if we should understand that the US and EU economies are in major, major trouble, and the Japanese economy was just on the upswing as part of the growth of Asia. Thus, if this catastrophe put a major dent in the Japanese economy, it would prevent the Japanese from having an edge on either the US or EU.


Little heard of in the US, is the rapprochement the Japanese are making, for their own safety, with China and Russia, as well as the new re-armament of the Japanese military -- something America has fought against -- and the regrowth of the Samurai tradition (something else America has stood against). Thus, there is more going on between these nations than is made public in the US media.

We are all aware of the lies that have been made up about Libya's Muammar Qaddafi, lies that are analogous to those told about Iraq's weapons of mass destruction, and those told about the Taliban shielding Bin Laden when in fact, they had offered him to the US for a few million dollars in an effort to keep the US off their own backs!

Considering all the lies the American government has told the world as well as US citizens, I no longer have any faith in our government's honesty or morality. One has also to look at what they did -- and are doing -- to Private Bradley Manning, torturing and humiliating him until he is reportedly "catatonic" just because he told the truth.

And, the furor created by the truth that James Clapper, the director of national intelligence told in his March 10 testimony to Congress when he said, "Libya is not a major threat; the major threats are China and Russia." Immediately -- for telling the truth -- various zionist zealots, like Senators Diane Feinstein, Dick Durbin, Joe Lieberman, and others, wanted to have him fired -- simply because Clapper TOLD THE TRUTH, and did not buy into the nonsensical Zionist and major media line of lies against Qaddafi.

As to the earthquake and tsunami in Japan, at some point we'll find out if it was caused by natural forces or by atomic explosions on the ocean's floor. Until then, I suggest we try to find out, because the future of the earth and human decency rests upon it.

The bombing of Libya will begin on or nearly to the day, of the eighth anniversary of the beginning of the destruction of Iraq, 19th March, in Europe. Libya too will be destroyed - its schools, education system, water, infrastructure, hospitals, municipal buildings. There will be numerous "tragic mistakes", "collateral damage", mothers, fathers, children, babies, grandparents, blind and deaf schools and on and on. And the wonders of the Roman remains and earlier, largely enduring and revered in all history's turmoils as Iraq, the nation's history - and humanity's, again as Iraq and Afghanistan, will be gone, for ever.


The infrastructure will be destroyed. The embargo will remain in place, thus rebuilding will be impossible. Britain, France and the US., will decide the country needs "stabilising", "help with reconstruction." They will move in, secure the oil installations and oil fields, the Libyan people will be an incidental inconvenience and quickly become "the enemy", "insurgents", be shot, imprisoned, tortured, abused - and a US friendly puppet "government" will be installed.


The invaders will award their companies rebuilding contracts, the money - likely taken from Libya's frozen assets without accounting - will vanish and the country will remain largely in ruins.


And the loudest cheerleaders for this, as Iraq, will be running round tv and radio stations in London, Europe and the US, then returning to their safe apartments and their UK/US/Europe paid tenures, in the knowledge that no bombs will be dropping on them. Their children will not be shaking uncontrollably and soiling themselves with terror at the sound of approaching planes.

And this Libyan "Shock and Awe"? Shame on France, shame on Britain and the US and a UN avowed: "... to save succeeding generations from the scourge of war." Every shattered body, every child maimed or blown to bits, every widow, widower, orphan, will have their name of those countries, and the UN., written in their blood in their place of death.

And the public of these murderous, marauding Western ram raiders, will be told that we were bringing democracy, liberating Libya from a tyrant, from the "new Hitler", the "Butcher of Bengazi."

The countries who have ganged together these last days to overthrow a sovereign government have, again, arguably, conspired in Nuremberg's: " ... supreme international crime, differing only from other war crimes in that it contains within itself the accumulated evil of the whole", and yet again, plotted to overthrow a sovereign government, with a fig leaf of "legality" from an arm twisted UN. We have seen it all before.


In time, it will emerge, who was stirring, bribing, de-stabilizing - and likely few will be surprised at the findings. But by then, Libya will be long broken and its people, fleeing, displaced, distraught.

When it comes to dealing with the usual "liberators", be careful what you wish for. In six months or so, most Libyans, whatever the failings of the last forty years rule, will be ruing the day.
